BARLEY SALAD WITH FRESH CORN AND PEAS
Serves: 6 to 8

Barley and fresh corn are a companionable duo in this simple and hearty cold dish.
3/4 cup pearl barley
3 cups cooked fresh corn kernels (scraped from about 3 large ears)
1/2 cup fresh green peas, lightly steamed (or substitute 1/2 cup frozen petit peas, thawed)
1 large celery stalk, diced
4 plum tomatoes, diced
3 to 4 tablespoons minced fresh dill
2 scallions, sliced
Juice of 1/2 to 1 lemon, to taste
3 tablespoons olive oil
Salt and freshly ground pepper to taste
Dark green lettuce leaves
Bring 2 1/2 cups of water to a rapid simmer in a saucepan. Stir in the barley, then simmer gently, covered, until the water is absorbed, about 40 to 45 minutes. Allow the barley to cool to room temperature.

In a large mixing bowl, combine the barley with the remaining ingredients except the lettuce and optional feta cheese. Cover and refrigerate for an hour or so before serving or serve at once. Line each individual serving plate with a few lettuce leaves, then distribute the salad over them. If desired, sprinkle a small amount of feta cheese over the top.

Weather disasters seen costly sign of things to come (Reuters)

WASHINGTON (Reuters) ? The United States is on a pace in 2011 to set a record for the cost of weather-related disasters and the trend is expected to worsen as climate change continues, officials and scientists said on Thursday.

"The economic impact of severe weather events is only projected to grow," Senator Dick Durbin said at a hearing of the Senate Subcommittee on Financial Services and Government, which he chairs. "We are not prepared. Our weather events are getting worse, catastrophic in fact."

Durbin, an Illinois Democrat, held a hearing on the role of government in mitigating the economic impact of weather disasters as Republicans in the House of Representatives were considering an appropriations bill with a number of riders designed to curtail environmental regulation.

As of June, the United States has seen eight weather disasters exceeding $1 billion each in damage, and the annual hurricane season has hardly begun, said Kathryn Sullivan, Assistant Secretary of Commerce for Environmental Observation and Prediction and NOAA's Deputy Administrator.

The record is nine in a single year, 2008. But April alone saw separate tornado, wildfire, flood and drought disasters.

"Any one such a event in a year would be considered quite notable, and we had four in totally different hazard categories in the space of a month," Sullivan told Reuters.

The costs of weather-disaster damages have climbed past $32 billion for 2011, according to NOAA estimates.

The agency also projects that water flowing into the Gulf of Mexico from record flooding will create the largest-ever "dead zone" from pollutants led by run-off from agricultural chemicals, threatening marine life and threatening the $2.8 billion annual commercial and recreational fisheries.

CLIMATE AS CONTEXT

"Every weather event that happens nowadays takes place in the context of the changes in the background climate system," University of Illinois scientist Donald Wuebbles, who worked on the Intergovernmental Panel on Climate Change, told the panel.

"So nothing is entirely 'natural' anymore," he said.

Since roughly 1980, the United States has seen a total of 107 weather-related disasters of over $1 billion each in damage, with total losses exceeding $750 billion.

Almost 90 percent of all Presidentially declared disasters are weather-related, and vulnerability to the impacts is also increasing with population, Sullivan testified.

"The scientific and analytical consensus is ... that patterns and frequencies of weather events are changing," said Sullivan. "That alone says past is no longer prologue."

Durbin flagged the trend of rising weather disasters as a major budget issue for Congress. Over the next 75 years, he said, cumulative exposure of the U.S. government budget to weather-disaster damages could reach $7 trillion.

Durbin said federal funding for disaster relief has been typically provided only as needed, rather than as regular budget projections. So weather disasters have been a budget disaster too, he said.

"In years with catastrophic events, we are left scrambling to fund relief programs," he said. "If we hope to put this country on a sustainable fiscal path, we need to be prepared to manage this increase in natural catastrophes."

Congress has asked the Government Accountability Office to determine how federal, state and local authorities are adapting to climate change. But David Trimble, Director for Natural Resources and Environment at the GAO, told Reuters that environmental regulations addressing climate change have fallen victim to political pressure in the current budget debate.

"I think it's more your sort of pressing needs today versus tomorrow, the 'my roof's not raining now' idea," he said.

"This is a difficult, complex issue that involves pretty much every aspect of the government," he said. "To tackle it we need greater clarity about where the money we are spending on climate change is going, and on our national priorities."

Young Jeezy is ready to go. After numerous delays and setbacks, the Snowman tells MTV News that the release date for his next solo album, TM 103, is set in stone. "It's locked, it's dead-locked. It's time to go! September 20, how y'all want it," he said.

The album — Jeezy's fourth and the third in his Thug Motivation series — first started creating a buzz in 2009, when it was expected to be given a 2010 release. Singles like "Lose My Mind," "All White Everything," "Jizzle" and the Lil Wayne-assisted "Ballin' " came and went, while the album remained in limbo. But on Monday night at his New York City concert celebrating the six-year anniversary of his debut album, Let's Get It: Thug Motivation 101, Jeezy announced the rock-solid September 20 date.

Backstage at a second TM 101 show in Atlanta on Tuesday, Jeezy explained that he wasn't about to tarnish his reputation as an artist just to make that 2010 release date. "One thing you gotta know about Young is I'm three for three," he said, speaking of the quality of his previous albums. "I'm on my own time. I'm the boss — I'm not rushing myself for nothing.

"At the end of the day, I'm not about to give nobody no music to make a deadline, I'm gonna give them something to live and die by. If it ain't classic, it ain't monumental, I don't want to be a part of it. I make hits, man. I make classics. I can't just give somebody something just 'cause it's time. It's better late than never baby, trust."

Jeezy is particularly excited about his new single "Shake Life." The track, which was produced by Lil Lody, samples from Toto's 1978 song "Georgy Porgy" and on it, Jeezy raps about how he was counted out of the game, the war in Iraq and the ills of his former Atlanta neighborhood. "I just put out 'Shake Life,' it's crazy. It's a special record to me," he said. "It's just one of those records to uplift. But if you're worried about club bangers, I got an album full of those sh--s, too easy."

Cybercrime expert is victim of hostage hoax in NJ (AP)

NEWARK, N.J. ? Authorities on Monday sought a man responsible for calling in a fake hostage report that targeted a well-known Internet security expert and encumbered about 30 police officers and SWAT team members for three hours over the weekend.

The caller claimed to be in a house in Wyckoff, a suburb about 15 miles west of New York City, belonging to Parry Aftab, a lawyer specializing in Internet privacy and security and a frequent media commentator.

The man said he was armed and had two hostages. Police and SWAT team members surrounded the home for about three hours Saturday and eventually shot tear gas canisters inside, but found only Aftab's cat inside.

Wyckoff police Chief Benjamin Fox said the call received at the police department was from a non-valid number, leading investigators to believe it was made using a computer that could generate the number. Fox said state and federal agencies including the FBI had offered assistance in tracing the call.

Aftab said Monday that some leads were being probed but declined to be specific, citing the ongoing investigation. She apologized to neighbors for the disruption and said she was working with investigators and Internet security experts to find the source of the call.

"There are a lot of people who hide behind a computer monitor and think it's going to get them attention, but this is going to get them the wrong kind of attention," she said. "This is not a harmless prank."

Fox said the perpetrator could be charged with filing a false police report and could face other charges that could lead to jail time.

"While we're all out at this scene, God forbid there's a second, real scene somewhere else," he said. "You're taking the law enforcement resources from something that could be more serious at another location."

Aftab disputed earlier reports that the call came from a stolen, or cloned, cellphone number, but said it's not difficult to make a computer-generated call that displays a bogus number.

"Any 8-year-old I know could have done this, and it does hide the identity of whoever's sending it if it's done the right way," she said.

Corbin Hiar: Stolen State Money: Trillions Lost Annually, Only Billions Have Been Recovered

The uprisings of the Arab spring have brought renewed attention to long-standing accusations that kleptocratic regimes throughout the Middle East have plundered their nations' assets. But recovering those assets -- though crucial to the future of these impoverished nations -- remains a daunting challenge, according to a recently released report.

Crime, corruption, and tax evasion by the global elite cost between $1 trillion and $1.6 trillion and hit poor countries especially hard, says the study, "Barriers to Asset Recovery." Yet in the past 15 years, only $5 billion in stolen assets have been repatriated. The report offers advice to policymakers aimed at increasing that lowly rate of return. It was produced by the Stolen Asset Recovery Initiative (StAR), a joint project of the World Bank Group and the Office on Drugs and Crime at the United Nations (U.N.).

The problem, says Raymond Baker, the director of Global Financial Integrity, a Washington watchdog group, is that even in nations like Switzerland that have changed procedures and rules to reduce bank secrecy, "it's not entirely clear" how foreign governments can get stolen assets back.

The first efforts to put the spate of new rules to the test, Baker says, "will probably come from Egypt or Tunisia." For the impoverished people of both these countries, who recently toppled long-standing authoritarian governments, the stakes are substantial.?U.S. intelligence officials estimate that deposed Egyptian President Hosni Mubarak accumulated between $1 billion and $5 billion during his 30-year reign. London's Telegraph newspaper reported ex-Tunisian President Zine el-Abidine Ben Ali's personal wealth at ?3.5 billion.That's the equivalent of $5.7 billion, more than an eighth of Tunisia's annual gross domestic product.

Even those estimates of ill-gotten wealth "[do] not capture... the societal costs of corruption," the report adds. "Theft of assets by corrupt officials, often at the highest levels of government, weakens confidence in public institutions, damages the private investment climate, and divests needed funding available" for investments in public health, education, and infrastructure.

And "there are many obstacles to asset recovery," said Kevin Stephenson, a senior financial sector specialist at the World Bank and the lead author of the study, in a press release. "Not only is it a specialized legal process filled with delays and uncertainty, but there are also language barriers and a lack of trust when working with other countries."

The StAR report, released in late June, documents the few multilateral international legal instruments dispossessed governments have at their disposal. Chief among them: the U.N. Convention against Corruption, the U.N. Convention Against Transnational Organized Crime, and the Financial Action Task Force (FATF) on Money Laundering, an intergovernmental organization that develops policies to combat illegal cash flows.

But they're not worth much, according to Baker. "So you walk into a bank with those two treaties and the task force's 40 recommendations and plunk them down, and say, 'I want to recover money stolen by my corrupt former head of state.' Then the banker raises his eyebrows and says, 'You want to do what?' "

As Baker suggests, financial institutions may be reluctant to honor international standards that are not even followed by many of the governments who seek to enforce them. The compliance rate for one important FATF recommendation is troublingly low, as the U.N. Office on Drugs and Crime pointed out in a 2009 report for the StAR Initiative. More than three-fifths of the 124 jurisdictions evaluated were not monitoring accounts held by politically powerful people.

This is a challenge for regulators, even in the U.S., according to Sen. Carl Levin (D-Mich.). "Weakness in our financial regulations have allowed these [politically powerful people] to move millions of dollars into or through U.S. bank accounts, often by using shell company accounts, attorney-client accounts, escrow accounts, or other accounts, or by sending wire transfers that shoot through the system before our banks react," he said in a 2010 hearing on international corruption.

Often times, strong domestic legislation coupled with effective bilateral communication has proven to be a more powerful tool than multilateral international agreements. The report, which was largely scrubbed of specific names and jurisdictions, gives the example of a Swiss law that in 2005 allowed authorities "to declare that a former head of state, his family, and associates constituted a criminal organization" and could therefore have their property confiscated. The example sounds similar to the case of the late dictator General Sani Abacha, whose fortune was seized by the Swiss at the behest of the Nigerian government and then returned to Nigeria for use in poverty-reduction programs there. The World Bank did not respond to iWatch News' requests for comment.

The report may yet go some ways towards improving the implementation of international agreements to repatriate stolen national assets and encourage the spread of effective national legislation and cooperation. But for now Baker believes closing the loopholes that allow corrupt government officials to get away with it in the first place is more important than trying to recover what's already been lost.

For example, authorities in India, from which he he recently returned, have been "all exercised about recovering stolen money, but they're not going to get very much. By all means, go for it," Baker said, "but it's far more important to curtail the outflow."

Family: Beaten Giants fan gives nurse thumbs-up (AP)

SAN FRANCISCO ? The family of the San Francisco Giants fan severely beaten outside Dodger Stadium says the hospitalized father of two appeared to mouth his last name and might have tried to give a thumbs-up.

Bryan Stow suffered serious brain injuries when he was attacked after the Dodgers' home opener in late March. His family said in a blog post that Stow's medical team saw him alert and making the gestures Friday morning.

Stow underwent emergency surgery Monday for fluid buildup in his head that caused a seizure.

Doctors have kept him under heavy sedation since the attack to prevent seizures. His family says he was asleep when they arrived at San Francisco General Hospital on Friday. He remains in serious condition.

Two suspects were arrested Thursday in connection with Stow's beating.
