Charlie Sheen 'makes homophobic slur at bar opening in Mexico'

Charlie Sheen has apologised after being filmed apparently making a homophobic slur at a bar opening in Mexico.

The Anger Management actor was hosting the opening of his new bar at the hotel El Ganzo in Cabo this weekend when he used the word "f*ggot" during his introduction.

At one point during his speech, Sheen told the crowd: "How we doing? ... Lying bunch of f*ggot assholes, how we doing?," according to TMZ.

Sheen later apologised for his comments, saying: "I meant no ill will and intended to hurt no-one, and I apologise if I offended anyone."

He added: "I meant to say maggot, but I have a lisp."

Slash also performed at the bar's opening party, while the likes of Los Angeles mayor Antonio Villaraigosa and Dr Robert Huizenga from NBC reality show The Biggest Loser were also in attendance.

Sheen recently donated $75,000 (?46,600) to a charity fund set up for a young girl battling cancer.

Syria says rebels attack gas pipeline

(AP) ? Syria has blamed rebels for blowing up a natural gas pipeline Monday in the country's oil-rich east, disrupting distribution.

A statement carried by Syria's state news agency blamed a "terrorist group," the regime's description of rebels seeking to topple President Bashar Assad.

The news agency said the blast Monday some 30 kilometers (18 miles) north of Deir el-Zour caused the loss of around 1.5 million cubic meters of gas. It quoted an Oil Ministry official as saying the station fed electricity plants and a fertilizer factory and that engineers were repairing the leak.

Rebels have repeatedly targeted Syria's oil infrastructure in an effort to sap government finances. Last week, they reported seizing the al-Tanak oil field, also in eastern Syria.

In Damascus, Syrian Prime Minister Wael al-Halqi acknowledged the difficulties to the Cabinet on Monday, blaming them on "unfair" international sanctions on Syria and rebel attacks on infrastructure.

"The armed terrorist groups targeted the productive and service institutions and caused huge damage to the national economy and the daily life of the citizens," he said.

Al-Halqi said the government was trying to reopen oil facilities to provide for Syrian's needs.

Anti-regime activists say more than 45,000 people have been killed since the uprising against Assad began in March 2011. Since then, it has evolved into a full-scale civil war with scores of armed groups across the country fighting regime forces.

The war has badly damaged Syria's economy, weakened its currency and led to shortages and price spikes for many basic goods.

Although Russia and China have vetoed efforts to sanction Syria in the U.N. Security Council, the U.S. and European Union have imposed multiple rounds of sanctions on Syria.

The Britain-based Syrian Observatory for Human Rights, an anti-regime activist group, said rebels were clashing with government forces near a number of military bases in the country's north as well as in the central city of Homs and in suburbs southeast of the capital, Damascus.

The group also said 11 rebel fighters were killed in the Damascus suburb of Moadamiyeh, and eight people, including four children and one woman, were killed in government shelling on the al-Marjah area of Aleppo.

Rebels have made gains in recent months, though few expect the war to end soon.

An international plan to end the civil war with a cease-fire and the formation of a transitional government has gone nowhere, mostly because both sides still seek a military victory.

As rebels approached the capital of the embattled Central African Republic, the U.S. shuttered its embassy and moved out its ambassador and about 40 diplomats, the Guardian of London reported.

?This decision is solely due to concerns about the security of our personnel and has no relation to our continuing and long-standing diplomatic relations with the (Central African Republic),? read a statement posted Friday to the embassy?s website.

The Seleka rebels seized the city of Sibut about 114 miles from Bangui, the capital, a government official confirmed to The Associated Press. Sibut, a transportation hub, fell to the rebels without a shot fired because the government army had pulled back on Friday.


The rebels accuse President Fran?ois Boziz? of not meeting terms of a 2007 peace agreement, according to The New York Times. Meanwhile, Boziz?, who grabbed power in 2003 and has since been twice elected president, has pleaded for international help, appealing to the French in particular. The French government, the former colonial power, has refused to step in.

The Central African Republic, with a population of about 4.4 million, is landlocked between other politically stable countries at the heart of the continent has a population. President Barack Obama sent about 100 special operations troops to the region in April to hunt down Joseph Kony, the rebel leader of the notorious Lord?s Resistance Army and the subject of a widely viewed, 30-minute documentary, Kony 2012.

Doctors Without Borders said in a statement this week that clashes between rebels and the army have forced residents to leave their homes ? disrupting their missions to bring medical care to the region.

?This situation could have fatal consequences for people already struggling to find care after a decade of chronic armed violence had severely limited the country?s health system,? the statement said. Doctors Without Borders, which has had a presence in the region since 1997, says that malaria is the main focus of its projects there.

Enoch Nodl-ya, a nurse anesthetist for Doctors Without Borders, provided a medical perspective on other issues faced:

For the last 10 years the population has endured the regular presence and attacks from armed men in this region. People are scared and flee rapidly into the bush. As a consequence, many women give birth in the fields without any assistance and most sick or wounded are hesitant to receive medical assistance, scared of possible violence in the populated areas. When the violence stops, we often see patients coming in an advance stage of their diseases.

    An unusual flying contraption comes in at number 3 in our best videos of 2012 countdown.

    Who says you need wings to fly? A new aircraft propels itself by flipping inside out. Created by engineering company Festo of Esslingen, Germany, the device is inspired by inventor Paul Schatz's inverted cube.

    It floats thanks to six identical prisms filled with helium. A tiny onboard computer, controlled by a smartphone on the ground, guides its trajectory in a given space.

    Plex wants us to settle in for some holiday viewing in front of our home theater PCs, and to that effect it's delivering a major beta update to its desktop app -- including a new name. The more clearly defined Plex Home Theater syncs up with the XBMC 12 beta and simplifies Plex's own update process. For those in the living room, shifting to the newer base brings AirPlay streaming from nearby Apple-friendly gear as well as 10-bit H.264 video and HD audio. Behind-the-scenes updates bring more efficient video rendering and fix some older bugs, such as audio sync with SD footage. The catch to enjoying all this? As the upgrade is pre-release code, Plex is limiting early access to PlexPass subscribers.     How excess holiday eating disturbs your 'food clock'

    Dec. 21, 2012 ? If the sinful excess of holiday eating sends your system into butter-slathered, brandy-soaked overload, you are not alone: People who are jet-lagged, people who work graveyard shifts and plain-old late-night snackers know just how you feel.

    All these activities upset the body's "food clock," a collection of interacting genes and molecules known technically as the food-entrainable oscillator, which keeps the human body on a metabolic even keel. A new study by researchers at the University of California, San Francisco (UCSF) is helping to reveal how this clock works on a molecular level.

    Published this month in the journal Proceedings of the National Academy of Sciences, the UCSF team has shown that a protein called PKC? is critical in resetting the food clock if our eating habits change.

    The study showed that normal laboratory mice given food only during their regular sleeping hours will adjust their food clock over time and begin to wake up from their slumber, and run around in anticipation of their new mealtime. But mice lacking the PKC? gene are not able to respond to changes in their meal time -- instead sleeping right through it.

    The work has implications for understanding the molecular basis of diabetes, obesity and other metabolic syndromes because a desynchronized food clock may serve as part of the pathology underlying these disorders, said Louis Ptacek, MD, the John C. Coleman Distinguished Professor of Neurology at UCSF and a Howard Hughes Medical Institute Investigator.

    It may also help explain why night owls are more likely to be obese than morning larks, Ptacek said.

    "Understanding the molecular mechanism of how eating at the "wrong" time of the day desynchronizes the clocks in our body can facilitate the development of better treatments for disorders associated with night-eating syndrome, shift work and jet lag," he added.

    Resetting the Food Clock

    Look behind the face of a mechanical clock and you will see a dizzying array of cogs, flywheels, reciprocating counterbalances and other moving parts. Biological clocks are equally complex, composed of multiple interacting genes that turn on or off in an orchestrated way to keep time during the day.

    In most organisms, biological clockworks are governed by a master clock, referred to as the "circadian oscillator," which keeps track of time and coordinates our biological processes with the rhythm of a 24-hour cycle of day and night.

    Life forms as diverse as humans, mice and mustard greens all possess such master clocks. And in the last decade or so, scientists have uncovered many of their inner workings, uncovering many of the genes whose cycles are tied to the clock and discovering how in mammals it is controlled by a tiny spot in the brain known as the "superchiasmatic nucleus."

    Scientists also know that in addition to the master clock, our bodies have other clocks operating in parallel throughout the day. One of these is the food clock, which is not tied to one specific spot in the brain but rather multiple sites throughout the body.

    The food clock is there to help our bodies make the most of our nutritional intake. It controls genes that help in everything from the absorption of nutrients in our digestive tract to their dispersal through the bloodstream, and it is designed to anticipate our eating patterns. Even before we eat a meal, our bodies begin to turn on some of these genes and turn off others, preparing for the burst of sustenance -- which is why we feel the pangs of hunger just as the lunch hour arrives.

    Scientist have known that the food clock can be reset over time if an organism changes its eating patterns, eating to excess or at odd times, since the timing of the food clock is pegged to feeding during the prime foraging and hunting hours in the day. But until now, very little was known about how the food clock works on a genetic level.

    What Ptacek and his colleagues discovered is the molecular basis for this phenomenon: the PKC? protein binds to another molecule called BMAL and stabilizes it, which shifts the clock in time.

    The article, "PKC? participates in food entrainment by regulating BMAL1" is authored by Luoying Zhang, Diya Abrahama, Shu-Ting Lin, Henrik Oster, Gregor Eichele, Ying-Hui Fu, and Louis J. Pt?cek and appears in the Proceedings of the National Academy of Sciences.

    In addition to UCSF, authors on the study are affiliated with the Max Planck Institute of Biophysical Chemistry in G?ttingen, Germany.

    Indian PM calls for calm after gang rape sparks violent protests

    NEW DELHI (Reuters) - Indian Prime Minister Manmohan Singh appealed for calm on Monday as he sought to tamp down growing public outrage over the gang rape of a young woman that led to clashes between police and protesters in the heart of the capital at the weekend.

    Singh, who has faced fierce criticism for remaining largely silent about the rape, vowed action against what he called a "monstrous" crime.

    The 23-year-old victim, who was attacked and then thrown from a moving bus in New Delhi, remains in hospital in critical condition.

    "I appeal to all concerned citizens to maintain peace and calm. I assure you we will make all possible efforts to ensure security and safety of women in this country," Singh said in a televised address to the nation.

    Police barricaded roads leading to India Gate, an imposing Arc de Triomphe-style war memorial in the center of the city, that has become a hub of the protests by mostly college students. Many metro rail stations in the fog-shrouded city were also closed, hampering movements around the city of 16 million.

    The uproar over the rape and what many protesters and political commentators see as a slow and ineffectual response by the government overshadowed an official visit by Russian President Vladimir Putin.

    Indian officials said a joint news conference by Singh and Putin at a venue close to India Gate would be moved and held at the prime minister's residence instead.

    The spasm of violence at the weekend saw police use batons, teargas and water cannon against protesters around the city. Protests have also taken place in other Indian cities but they have been more peaceful.

    The ferocity of the protests in the capital, many driven by social media, appear to have caught the government by surprise. Singh made his first comment on the rape in a statement on Sunday, a week after the event.

    New Delhi has the highest number of sex crimes among India's major cities, with a rape reported on average every 18 hours, according to police figures.

    Egyptians vote on disputed constitution

    CAIRO (AP) ? Egyptians voted on Saturday in the second and final phase of a referendum on an Islamist-backed constitution that has polarized the nation, with little indication that the result of the vote will end the political crisis in which the country is mired.

    For some supporters, a 'yes' vote was a chance to restore some normalcy after nearly two years of tumultuous transitional politics following Egypt's 2011 revolution, or to make society and laws more Islamic. Opponents saw their 'no' vote as a way to preserve the country's secular traditions and prevent President Mohammed Morsi and his Muslim Brotherhood group from getting a lock on power.

    "I came early to make sure my 'no' is among the first of millions today," oil company manager Mahmoud Abdel-Aziz said as he waited in line outside a polling station in the Dokki district of Giza, Cairo's twin city on the west bank of the Nile. "I am here to say 'no' to Morsi and his Muslim Brotherhood," he said.

    Another Giza voter, accountant and mother of three Sahar Mohamed Zakaria, had a different take on Saturday's vote.

    "I'm voting 'yes' for stability," she announced.

    Saturday's vote is taking place in 17 of Egypt's 27 provinces with about 25 million eligible voters. The first phase on Dec. 15 produced a "yes" majority of about 56 percent with a turnout of some 32 percent, according to unofficial results. Unofficial votes for the second round are expected late Saturday or early Sunday.

    The vote comes a day after clashes between Morsi's opponents and supporters in the Mediterranean port city of Alexandria. It was the latest outbreak of street violence in more than four weeks of turmoil, with the country divided first over the president's powers then over the draft constitution.

    The clashes ? in which opponents of Islamists set fire to cars and dozens of people were hurt ? illustrated how the new constitution, regardless of whether it is adopted or not, is unlikely to ease the conflict over the country's future.

    In Fayoum, the capital of an oasis province of the same name where Islamist groups have traditionally had strong support, a member of the local Christian community said she also supported the charter.

    Hanaa Zaki said she was also voting "yes" for stability and an end to the country's deepening economic problems. Most Christians elsewhere in the country are seen to oppose the draft.

    Speaking as she waited in line along with bearded Muslim men and Muslim women wearing headscarves, Zaki said: "I have a son who didn't get paid for the past six months. We have been in this crisis for so long and we are fed up."

    In the village of Sanaro, also in Fayoum province some 100 kilometers (60 miles) southwest of Cairo, farmer Azouz Ayesh sat with his neighbors as their cattle grazed in a nearby field. "I don't trust the Brotherhood anymore and I don't trust the opposition either. We are forgotten, the most miserable and the first to suffer. If I say 'yes' there will be stability and if I say 'no' there will still be no stability," he said.

    "But I will vote against this constitution," he added.

    In the neighboring village of Sheikh Fadl, a car fitted with loudspeakers toured the area with a man shouting, "Yes, yes to the constitution!" In the city of Fayoum, a man could be seen painting over posters urging people to vote "no."

    In Giza's upscale Mohandiseen neighborhood, a group of 12 women speaking to each other in a mix of French, Arabic and English said they all intended to vote "no."

    "My friends are Muslim and are voting 'no.' It's not about Christian versus Muslim, but it is Muslim Brotherhood versus everyone else," said one of the 12, Christian physician Shahira Sadeq. "Voting 'yes' does not mean stability."

    Kamla el-Tantawi, 65, voted with her daughter and grand-daughter. "I voted 'no' against what I'm seeing," she said, gesturing to a woman standing close by wearing the full-face veil known as niqab and as a hallmark of ultraconservative Muslim women. "I lose sleep thinking about my grandchildren and their future. They never saw the beautiful Egypt we did."

    "Morsi, God willing, will be better than those who came before him," said Zeinab Khalil, a mother of three who wears the niqab, said. "A 'yes' vote moves the country forward. We want things to calm down, more jobs and better education," she said, while waiting for her turn to vote in Giza's poor Imbaba district, a one-time stronghold of militant Islamists.

    In part, Egypt's split has been over who will shape the country's path nearly two years after the ouster of Hosni Mubarak nearly two years ago.

    An opposition made up of liberals, leftists, secular Egyptians and a swath of the public angered over Morsi's 5-month-old rule fear that Islamists are creating a new Mubarak-style autocracy. They accuse the Brotherhood of monopolizing the levers of power and point to the draft charter, which Islamists on the Constituent Assembly rammed through despite a boycott by liberal and secular members. They are calling on supporters to vote "no."

    Morsi's allies say the opposition is trying to use the streets to overturn their victories at the ballot box over the past two years. They also accuse the opposition of carrying out a conspiracy by former members of Mubarak's regime to regain power.

    If the constitution is adopted, Morsi will call for the election of parliament's law-making lower chamber to be held within two months while giving the mostly toothless upper chamber legislative powers until the lower house is seated.

    The upper chamber, known as the Shura Council, was elected by less than 10 percent of the country's 50 million registered voters. It is dominated by Islamists.

    Morsi was already gearing up for the next steps after the constitution's passage, making a last-minute appointment of 90 new members to the Shura Council, a third of its total membership. Current rules allow him to do so, but if he waited until the charter was passed he could only appoint 10.

    Friday's appointments added to the handful of non-Islamists in the upper house, but preserved the Islamists' overwhelming hold.

    A spokesman for the main opposition umbrella National Salvation Front dismissed the appointments, accusing Morsi of setting up a token opposition much like Mubarak did.
