South Korea charges North building missile that could reach US

South Korean officials say they have evidence that North Korea is working on an intercontinental ballistic missile that could reach as far as the United States.

South Korean navy divers have recovered more than three tons of debris from the first stage of a missile Korean analysts say was fueled by a type of nitric acid developed in the former Soviet Union over 40 years ago for firing missiles with warheads more than 6,000 miles. The rocket, fired from a pad in northwestern North Korea on December 12, managed to put a small satellite into orbit, but officials offer the discovery of nitric acid as evidence of the real reason why North Korea was anxious to test it.

The defense ministry released a photograph of a truck carrying the most conspicuous piece of the debris ? the gleaming white casing for the first stage. The word?Unha in Korean lettering, the name of the rocket, was clearly visible.as it was in North Korean pictures of the rocket before the launch.

?Definitely their main purpose is to have the capability of reaching the US west coast,? says Kim Tae-woo, former president of the Korea Institute for National Unification. ?North Korea this time proved the capability of their ICBM."

The evidence of the rocket?s mission as a test of an ICBM, according to the defense ministry, was that the main piece of the wreckage was a container for ?red
fuming nitric acid? that?s not ordinarily used in missiles for launching satellites.

A member of the team that examined the rocket was quoted by Yonhap, the South Korean news agency, as saying they had found the rocket ?was intended for testing ICBM technology rather than developing a space launch vehicle.? He said the team based this conclusion on the fact that ?red fuming nitric acid? was used ?as an oxidizer? and could ?be stored for a long time at normal temperature.?

Navy divers reportedly found still more wreckage on Sunday and are still scouring the seabed of the Yellow Sea off the southwestern coast of South Korea.

The major piece picked up from a depth of 250 feet measured more than 25 feet long and nearly 8 feet in diameter. Mr. Kim, who worked for many years as a senior North Korea analyst at the Korea Institute for Defense Analyses, says the success of North Korean scientists and engineers in launching the rocket ?does not mean an immediate threat.?

?They are successful this time,? he says, but ?it was just a simple test.? He adds that ?their satellite technology is very primitive? ? so much so that analysts here believe
North Korea has lost touch with the 200-pound object as it circles the earth.

NATO detects more Scud-type missile launches in Syria

BRUSSELS (Reuters) - President Bashar al-Assad's military has fired more Scud-type missiles inside Syria, NATO officials said on Friday, more than a week after the Western alliance first detected such arms being used on rebel targets.

"I can confirm that we have detected the launch of Scud-type missiles. We strongly regret that act," NATO chief Anders Fogh Rasmussen said, calling the launches "acts of a desperate regime approaching collapse".

A NATO source said there had been multiple launches of Scud-type missiles inside Syria on Thursday morning.

Rasmussen used the Scud launches to justify NATO's decision to dispatch Patriot anti-missile systems to NATO ally Turkey - a deployment criticized by Syria, Iran and Russia.

"The fact that such missiles are used in Syria emphasizes the need for effective defense protection of our ally Turkey," he told reporters after talks at NATO headquarters with Djibouti Prime Minister Dileita Mohamed Dileita.

"The recent launch of missiles has not hit Turkish territory but of course there is a potential threat and this is exactly the reason why NATO allies decided to deploy Patriot missiles in Turkey, for a defensive purpose only," he said.

Gunman kills woman at Pa. church, 2 men elsewhere

HOLLIDAYSBURG, Pa. (AP) ? A man fatally shot a woman decorating for a children's Christmas party at a tiny church hall and killed two men elsewhere in a rural township on Friday before he was shot dead in a gunfight with state troopers.

Three troopers in patrol cars were injured in a pursuit that began after the gunman, driving a pick-up truck, fired at them, police said. One trooper injured a wrist and then was hit in the chest but was saved by a bulletproof vest.

The gunman was killed during a final exchange of gunfire after ramming his truck head-on into another police cruiser, authorities said.

The shootings began in Frankstown Township, in central Pennsylvania, at about 9 a.m., and investigators were processing five crime scenes within about a 1.5-mile radius, authorities said at a news briefing Friday afternoon. Troopers were responding to a 911 call of a shooting in the township when they heard calls reporting at least one other shooting elsewhere, state police said.

"It's going to take us some time to put this all together ... and know exactly what occurred," said Lt. Col. George Bivens, deputy state police commissioner.

Authorities did not release the names of the victims or the shooter, though they did say the man lived in Blair County.

State police said they were still trying to piece together a timeline and motive. The gunman and the victims weren't related, though the victims may have been, at least distantly, Blair County District Attorney Rich Consiglio said.

Besides the woman, Bivens said, one man was shot at a residence, and the other man was shot at a crash site where the gunman "used his truck and also struck that vehicle much in the same manner that he did to our state police officer."

But family members of the victims said they were told the woman at the church was the first victim shot, the Pittsburgh Tribune-Review reported. The gunman then shot two men in the driveway of a home after a confrontation at a stop sign, one of the men's cousins, Marie Brenneman, told the newspaper.

"This person went to their driveway with a pistol, pointed at them and started shooting," Brenneman said.

She said both men were the shooter's neighbors in the tiny village of Geeseytown, about 70 miles west of Harrisburg, the state capital.

"They were uneasy around him," she said.

The woman at Juniata Valley Gospel Church had cooked food the day before for the funeral of the church's longtime pastor, said the Rev. James McCaulley, his brother. The church was still reeling from the Rev. David McCaulley's death when the woman returned to decorate its hall ? named after the pastor of 58 years ? and bullets ripped through a window, he said.

The gunman then entered and shot one of two women before he left, the reverend said.

Police identified the five crime scenes as the church; a home and ground around the home; a crash site where another victim was killed; the point in the road where the gunman opened fire on the troopers; and where the final encounter occurred after the truck collided with the police cruiser.

Bivens said investigators don't know if the victims were picked at random.

Besides the trooper wounded twice, a second trooper was injured by glass fragments in his eye and bullet fragments that hit him in the forehead, Bivens said. The third trooper suffered minor injuries from the head-on crash, he said.

"I think we have three very fortunate state police members tonight," Bivens said. "We are very thankful for the fact that they survived this attack. Someone was watching over them."

McCaulley, who is the pastor of another church about 50 miles away from the site of Friday's carnage, said his older brother began leading the Frankstown church in 1954.

"He preached his last sermon at the church in October before he fell ill," McCaulley said.

The church, which lists about 150 members in an online want ad posted this month for an associate pastor, is close-knit, and the woman killed Friday was among its more active members, McCaulley said. She had made food for him to take home Thursday since his wife had died this year, he said.

"The only thing I can say good at this time is that (the gunman) didn't do this 24 hours earlier when there was a big crowd in the church hall," McCaulley said. "We're devastated."

Friday's shootings were the second involving a rural Pennsylvania church this month.

An elementary school teacher is jailed on charges he fatally shot his ex-wife, a church organist, during a service in Coudersport on Dec. 2. The pastor and church members subdued him until police arrived.

Clean air: New paints break down nitrogen oxides

Dec. 20, 2012 ? Surfaces with photo-catalytic characteristics clean the air off nitrogen oxides and other health-endangering substances. Using a new test procedure, Fraunhofer researchers can find out how the coatings behave during a long-term test.

The Seventies: Smog alert in the Ruhr area, acid rain, dying spruce trees in the Bavarian Forest. In those days, the solution was filter systems for the smokestacks in the Ruhr area. Today, people in the urban areas are suffering from high levels of pollution that is being caused by, among other things, automotive traffic. Particularly undesired: the nitrogen oxides (NOX). In the meantime, the European Union tightened the limit values even further; in many communities they are being exceeded. Michael H?ben of the Fraunhofer Institute for Molecular Biology and Applied Ecology IME in Schmallenberg, Germany, knows that "on stretches with heavy traffic there is a particular need for action."

During the next two years, the Fraunhofer researchers want to examine in the project "Effectiveness of photo-catalytic removal of nitrogen oxide on coated building test panels" how photo-catalytic surfaces contribute to the removal of NOx and how the coatings prove themselves during long-term operation. On behalf of the German Federal Ministry of Transport, the German Federal Highway Research Institute is sponsoring and supporting the project. The process will be introduced at the 2013 BAU trade fair at the joint booth of the Fraunhofer Building Innovation Alliance.

"Coatings that are photo-catalytically active can help to reduce nitrogen oxides," explains Dr. Michael H?ben, "There are already a number of products available for the photo-catalytic coating of surfaces, but the measurement method standardized according to ISO 22197-1 cannot be applied to all problems. At the IME, we have now developed a special measurement cell which we are using in our project." At the A 4 interstate at Bergisch Gladbach, we will shortly be setting out weathering noise barrier samples that were coated with reactive material. Prepared test samples will be measured at predetermined intervals in the measuring cell. H?ben explains the set-up of the test: "The surface of the test sample must be photo-catalytically active, meaning it removes NOx when exposed to light."

The surfaces contain titanium dioxide catalysts, a material that is affordable and available in large quantities. Then, exposed to daylight, titanium dioxide catalyzes the nitrogen oxide into nitrate. "The photo-catalytic activities of the samples are determined using a flow-through process," says the scientist. During the next two years, the experts will determine regularly how much nitrous oxide is being removed. In this manner, they will obtain a solid basis for the long term effects of the coatings. Only then will we be sure that the coatings really do help and that larger surfaces, such as entire housing tracts, can be economically furnished with coats that are photo-catalytically effective. This would make it possible to reduce the particle pollution in urban areas.

"Another area of application for the measurement process are interior rooms. Here, too, there are products commercially available that promise to improve air quality in interior rooms," explains Mr. H?ben's colleague, Frank Neumann from the Fraunhofer Institute for Surface Engineering and Thin Films IST.

Researchers will introduce the test at the booth of the Fraunhofer Building Innovation Alliance at the Trade Fair BAU that will take place from 14 -- 19 January, 2013, in Munich, Germany.
