(Reuters) - Inflation targeting has served the Bank of England well and should be kept as its main policy tool, despite the strategy's role in fuelling a credit bubble that triggered the financial crisis, a Reuters poll of economists found.

Gulf leads UN appeal for major boost in Syrian aid

KUWAIT CITY (AP) ? An emergency U.N. appeal to raise $1.5 billion in humanitarian aid for Syria exceeded its goal Wednesday at a conference with dire predictions of rising civilian costs and Jordan's king saying the refugee crunch has pushed his nation's resources to the breaking point.

"We are sending a message to Syrians: You are not alone," said U.N. Secretary-General Ban Ki-Moon even as he described Syria as caught in a "death spiral" and the conditions for many civilians a "living hell."

Wealthy Gulf nations ? traditionally on the sidelines as major donors to U.N. aid efforts ? took the lead in the latest drive with at least $900 million offered in a sign of their expanding political profile since the Arab Spring and their role as critical regional backers of the Syrian rebels.

But the success of swiftly pulling together the funds was tempered by reminders that the aid is expected to cover the relief costs only until summer, highlighting the massive burden to cope with needs from Syria's civil war and its spillover in a region where refugees are sometimes pouring into camps at the rate of 3,000 a day. The concern was evident from Ban even as he lauded the current outpouring, noting that more nations will be asked to give and others may have to dig deeper as the Syrian crisis grows.

The current pledges also will likely face close scrutiny on how quickly the money will reach over-stretched aid groups directed by the U.N. and other agencies. Officials in Egypt and elsewhere have complained that many generous international offers for help after the Arab Spring upheavals have not yet materialized.

Another serious challenge is trying to gain access to civilians in rebel-held territory, aid officials said. The U.N. and other international groups must operate out of the Syrian capital, Damascus, and can be left struggling to arrange convoys through battle lines and making contacts with opposition groups.

"We know we are not reaching all the people who need to be reached," said the U.N.'s humanitarian chief, Valerie Amos, who held talks earlier this week with Syrian officials.

Ban opened the one-day gathering in Kuwait by calling for an end to the fighting "in the name of humanity," yet noted that the fighting shows no signs of easing and crises such as the refugee exodus to places such as Turkey and Jordan could intensify.

Jordan's economic council said the country was already pushed to the limit.

The kingdom has spent more than $833 million on aid for refugees ? accounting for nearly half the estimated 700,000 people who have fled Syria ? and that it was unable to sustain a financial burden that has so far siphoned off about 3 percent of its GDP. Some U.N. officials say the refugee figures could approach 1 million later this year if the conflict in Syria does not ease.

"We have reached the end of the line. We have exhausted our resources," said Jordan's King Abdullah II.

Last week, the king amplified his appeal for international help at the World Economic Forum in Davos, Switzerland, saying "the weakest refugees are struggling now just to survive this year's harsh winter" and up to 3,000 a day are still crossing the Syria-Jordan border.

In his opening remarks to delegates at the donors' conference, Ban urged all sides "and particularly the Syrian government" to halt attacks in the 22-month-old civil war that the U.N. says has claimed more than 60,000 lives.

"In the name of humanity, stop the killing, stop the violence," Ban told envoys from nearly 60 nations, including Russia and Iran, key allies of Assad's regime.

Aid officials estimate that more than 2 million Syrians have been uprooted or are suffering inside the country as the conflict widens ? including what peace envoy Lakhdar Brahimi called "unprecedented levels of horror" in an address to the U.N. Security Council after at least 65 bodies were found Tuesday in a suspected execution-style killing near Aleppo.

Before the latest donors' conference, Ban described the international humanitarian response to Syria as "very much limited" in comments to the official Kuwaiti News Agency.

But the meeting opened with Kuwait's ruler, Sheik Sabah Al Ahmad Al Sabah, promising $300 million. It was quickly matched by Gulf partners Saudi Arabia and the United Arab Emirates, which are all major backers of Syrian rebel factions. Among other contributions that pushed the total past the U.N. goal was $184 million from Gulf non-government groups and charities.

On Tuesday, the European Union and the U.S. promised a total of nearly $300 million.

The head of the U.S. delegation, Assistant Secretary of State Anne Richard, lauded the donations from Gulf nations, which often bankroll their own aid efforts but are not traditional top donors to U.N. programs. She noted, however, that the humanitarian funds are to deal only with immediate needs over the coming months.

"It's good for now, but predictions are that it's not going to be over soon," said Richard, who deals with refugee and migration affairs.

While international aid channels are open to refugee camps in places such as Turkey and Jordan, there is far more limited capacity to organize relief efforts inside Syria because of the fighting and obstacles from Assad's regime.

Paris-based Medecins Sans Frontieres, or Doctors Without Borders, said the U.N. and others need to open more routes for aid to reach rebel-held areas, which now receive only a "tiny share" of international humanitarian help.

"The current aid system is unable to address the worsening living conditions facing people who live inside Syria," MSF president, Marie-Pierre Allie, said in a statement.

The Syrian opposition, meanwhile, has been hobbled by divisions and infighting, which in part has discouraged donors from offering more assistance.

In a sign of persisting friction, Syrian opposition leader Moaz al-Khatib came under criticism Wednesday for comments he allegedly made offering to hold direct dialogue with representatives of the Assad regime if the government releases tens of thousands of political prisoners.

The Syrian government said last week that opposition figures would be allowed safe return to Damascus for national dialogue ? an offer flatly rejected by most opposition leaders.

The comments by al-Khatib, who heads the Syrian National Coalition umbrella group, were allegedly posted on his Facebook page, but appear to have been taken down later.

Instead, was a posting: "There are those who sit on their couches and say ... do not negotiate. We don't negotiate about the regime remaining, but for its departure at the lowest cost in blood and destruction."

Facebook?s Q4 Payments Revenue, Including Less Than $5M In Gifts, Was Flat At $256M After $66M Revenue Charge

facebook-money-360Facebook has been making some efforts to grow new business areas beyond advertising in areas like Gifts and Facebook Credits in apps, but so far the company has failed to convert that into meaningful growth. The company today reported Q4 revenues of $256 million for payments -- which includes services like Facebook Credits and its new Gifts service. While this looks like a 45% increase on Q3, it actually includes 24 months of "historical transactional information" that it's using to count towards future refunds and chargebacks, worth some $66 million. "Adjusting for the $66 million of revenue in the extra month of December, Payments and other fees revenue would have been essentially flat year-over-year," it noted.

Yesterday, a Virginia State Senate committee killed a GOP plan to completely revamp the state's "winner-take-all" electoral vote system despite a last minute change to the bill by its sponsor in hopes of making it more palatable. The original scheme would have awarded electoral votes by Congressional district instead of "winner-take-all". Had that plan been in place in 2012, Mitt Romney would have been awarded 9 electoral votes to Obama's 4, despite the President winning the popular vote in the state by some 150,000 votes and being awarded all 13 of the VA's electoral votes.

The bill's author, Republican Sen. Charles W. "Bill" Carrico, tweaked the bill at the last minute, so that electoral votes would be awarded proportionally, based on the popular vote, rather than by Congressional district. It didn't help. The scheme was defeated in committee by a bi-partisan vote of 11 to 4.

Before that scheme was killed in the VA Senate on Tuesday, I appeared on the David Pakman Show, via Skype, to discuss that and related issues, , including the impending U.S. Supreme Court threat to the very important Section 5 of the Voting Rights Act...

Online Sales Tax Might Change Where Students Buy Textbooks ...

Indiana is the newest state in the nation to implement an online sales tax that would apply to any product bought from online retailers such as Amazon.com.

That is giving some students pause when deciding where to buy their books.

?It definitely will affect me if I buy from Amazon,? ?says IU Junior Alexandria Jones. ?I usually buy my textbooks on there because the actual bookstores here are a little bit more expensive. So I might reconsider going to a different type of selling book site.?

And if students stop buying books online, the tax could be a boom for many local retailers who have been competing with online stores for years.

Janis Starcs is the owner of Caveat Emptor Used Books in Bloomington and says the sales tax will put businesses on a level playing field.

?The internet has already affected our business,? he says. ?It?s affected how we price our books. We can no longer charge what we feel like.?

The sales tax goes into effect July first of this year. State lawmakers estimate it could bring in anywhere from $35 million to $120 million in additional tax revenue.

Family Party: 30 Great Games Obstacle Arcade Review - Nintendo Life

Obstacle to fun, maybe

If you were to poll gamers at large and ask them what they felt were the worst things about the Wii, chances are you'd hear "waggle" and "bad minigame collections" pretty frequently. In fact they often went hand in hand, and Family Party: 30 Great Games Obstacle Arcade is trying its hardest to make sure both of things carry over into the Wii U generation. We can only hope that they don't.

Family Party: 30 Great Games Obstacle Arcade ? it just rolls off the tongue, doesn't it? ? is, as you might guess, a collection of short games that you can play with up to three friends. You might also guess that the games would revolve around an "obstacle" theme, but you'd be wrong; many of them are standard rounds of target practice, hide and seek, or, erm, picking the balloon with the number two on it after the game tells you to pick the balloon with the number two on it. That last one's not much of a game really, but there you go.

The collection is given a sort of theme park approach, with the games broken up into smaller, unlockable areas. Again, you'd expect the space area to contain space-themed games and the Western area to host games with a cowboy flair but by and large everything is just thrown at the wall with no regard for where it lands, and there's no telling what you'll encounter where. Fortunately, we guess, whatever you encounter will be reliably awful, so there's that to look forward to.

The games are hosted by a dead-eyed teddy bear with a stare so cold and creepy that we were constantly on edge for that inevitable moment when he'd pull out a knife. Half of his face is frozen in a bizarre semblance of what we can only assume is the developer's attempt at "'tude", while the other half just passively smiles. This, combined with the fact that his lips don't move when he talks, makes it seem like we've walked in on the bear in the middle of a massive coronary that's doomed to go untreated.

The entire package feels like a holdover from the previous generation; none of the graphics come anywhere near the capabilities of Nintendo's newest console, and the Wii U GamePad barely factors in at all, with each of the games requiring instead a Wii Remote and, often, Nunchuk. This means Family Party: 30 Great Games Obstacle Arcade plays identically to every other poorly-responsive, uninteresting, lazily slapped together mini-game collection you've been doing your best to avoid since 2006.

Every game supports four players; if there are fewer human players than that, the CPU will fill the void. Human players can enter any name for themselves that they like, but oddly the game also requires you to choose a separate name for the bear to call you by. This is because the developers only gave the bear a limited bank of audio files from which to draw, so you may tell the game that your name is William, but then you'll have to choose whether it calls you Chano or Shamus or Julio instead. It's bizarre to say the least.

In each game you'll compete against the other three for points. This nearly always involves waggling as quickly as possible, but sometimes it can rely on maneuvering crosshairs around the screen instead. No game is any more complicated than that, and it often feels as though the developer went out of its way to assign the most frustrating control schemes possible. Some games, for instance, are races that see you hopping from platform to platform. Despite the fact that each player has a perfectly good D-Pad and A button to use, Family Party: 30 Great Games Obstacle Arcade requires you to thrust the Wii Remote in the direction you wish to jump. Not that it cares where you actually thrust; it's a crapshoot whether or not the game will ever recognise your input. It's a needless and mandatory use of the least reliable control scheme possible, which is pretty much par for the course here.

The Wii U GamePad only comes into play during the bonus rounds. The rest of the time it features the glass-eyed bear glowing creepily at you and loudly narrating minor gameplay developments without moving his mouth. During the bonus rounds the winner of the previous game spins a roulette wheel, which determines what the bonus game will be. Here the GamePad is used differently than the Wii Remotes, but it's certainly no more fun, and it really does feel like a tacked on addition to what's essentially a low budget Wii cash-in.

The sound effects are beyond terrible, as the four players on-screen avatars laugh and hoot and holler over each other throughout every event, turning everything into a clamorous, cluttered aural monstrosity. The bear barks meaningless platitudes about every minor thing that happens ? from a player grabbing a coin to a player not grabbing a coin ? and while you're not likely to come away from this game feeling fulfilled you're more or less guaranteed a headache.

We'd like to close on a positive note of some kind, but we genuinely can't. This is an absolutely terrible game, and you don't want it. Trust us.

As clunky and poorly considered as its title, Family Party: 30 Great Games Obstacle Arcade is awful. Relying entirely on the shallow and repetitive waggle that should have died along with Wii, there's absolutely no reason to recommend this obnoxious, screaming, clattering monstrosity at all. It's mindless entertainment at its worst, but, on the bright side, it might be the perfect way to cure your childrens' burgeoning video game addiction.

Ark. gov. announces $1.1 billion steel mill plan

LITTLE ROCK, Ark. (AP) ? Gov. Mike Beebe on Tuesday unveiled Arkansas' largest ever economic development project, saying investors were poised to build a $1.1 billion steel mill along the Mississippi River if legislators approve startup funding.

Big River Steel LLC, to be located near Osceola, would employ 525 people with an average salary of $75,000 ? twice the state average. Beebe said for the project to go forward, the Legislature must authorize $125 million in incentives and the plant must meet regulatory approval.

"It is an event that's going to bring the struggling Delta community out of the doldrums," Osceola Mayor Dickie Kennemore said.

The mill will turn Mississippi County into one of the nation's largest steel producers, Beebe said. Nucor Corp. already operates a mill at Blytheville, making steel from scrap metal. Since it opened in 1988, Mississippi County has seen its unemployment rate cut in half.

"This could do exactly the same thing again and then some," Beebe said at a news conference unveiling the plant.

The plant site is about 40 miles north of Memphis, Tenn., along the Mississippi River, a railroad line and Interstate 55. A major intermodal hub is at Marion, 30 miles away, where goods can be transported by barge, train or truck.

"Arkansas geographic location in the heart of the markets we intend to serve, the state's well-developed transportation infrastructure as well as the availability of reliable electrical power and the 'can do attitude' of the government officials in Little Rock, Mississippi County and Osceola make Arkansas a great place for Big River Steel to make its investment," Big River Steel CEO John Correnti said in a statement.

The plant will make steel for auto, oil and gas and electrical energy industries.

Correnti, a former Nucor executive, has had success developing steel operations in Mississippi but some of his other projects have failed. He backed a $650 million Severstal steel mill that opened in 2007 in Lowndes County, Miss. A separate silicon plant in the county lapsed when funding couldn't be arranged.

He also announced in 2008 plans for a $175 million steel rebar project at Amory, Miss. With the promise of an 80,000-square-foot facility along the Tennessee-Tombigbee River and the creation of 200 jobs. But after a celebratory groundbreaking, the project fizzled.

In Ontario, Ohio, Correnti and others promised a $275 million silicon plant that was never built, and in Stanly County, N.C., Correnti and others promoted a $300 million silicon project and 450 new jobs. After local officials bickered over the project, the deal was taken off the table in December 2011.

Arkansas voters in 2004 gave legislators authority to borrow money for economic development after narrowly missing out on a Toyota truck plant that was eventually built in San Antonio. Arkansas was also an also-ran in 2007, when Toyota opted to build a Highlander SUV plant in Tupelo, Miss.

Arkansas Economic Development Director Grant Tennille said another state is poised to take Big River Steel if Arkansas legislators don't approve a funding plan.

Mississippi County Economic Development Director Clif Chitwood said the county put up $12 million and Osceola contributed $2 million to buy land and develop utilities for the site. The most significant infrastructure need is a 20-mile gas pipeline that will run to the site from near Dell.

The state is making available a sales tax rebate for equipment and machinery purchases, a 4 percent income tax credit for new jobs for five years, $10 million in training funds, a sales tax exemption on utilities and a separate equipment tax credit.

The utility tax break includes natural gas, of which the plant will be a significant user.

The $10 million for training includes $5 million each from Beebe's Quick Action Closing Fund and from the state Department of Workforce Services.

    A week into his second term, President Barack Obama is temporarily turning from perpetual political fights over the national debt, government borrowing, spending and taxing to tackle two other big issues: immigration and gun-law overhaul.

    With Congress delaying a debt limit showdown until May 18, the White House postponing its annual budget submission until March and House Speaker John Boehner struggling to maintain Republican unity, this could be the time to strike.

    National public opinion polls show a majority of Americans now support easing immigration laws and tightening federal gun restrictions.

    That's not to say either fight will be easy. Both immigration and guns remain hot-button issues in Congress

    The president met Monday with police chiefs from three towns that experienced mass shootings in 2012: Aurora, Colo.; Oak Creek, Wis., and Newton, Conn. "We recognize that this is an issue that elicits a lot of passion all across the country," Obama said.

    He hopes public outrage over recent shootings strengthens his hand on curbing gun violence.

    Meanwhile, a bipartisan Senate group Monday presented a new framework for overhauling the nation's immigration laws, including a path to citizenship for the 11 million illegal immigrants already here. Obama presses his case for immigration-law changes Tuesday in Las Vegas.

    The White House also believes the political math of last November's election ? in which Obama won overwhelming Hispanic support ? helped soften GOP opposition to liberalizing immigration laws.

    "What's changed, honestly, is that there is a new ... appreciation on both sides of the aisle ? including maybe more importantly on the Republican side of the aisle ? that we have to enact a comprehensive immigration reform bill," Sen. John McCain, R-Ariz., said Sunday on ABC.

    Even so, the new Senate immigration proposal could face strong opposition in the Republican-controlled House.

    And despite growing public support for gun curbs, the pro-gun lobby remains a potent force.

    PFT: Moss won't retire after Super Bowl

    After the NFC jumped out in front 10-7 in the Pro Bowl?s initial 16 minutes, Chiefs linebacker Derrick Johnson briefly returned the lead to the AFC by reading Giants quarterback Eli Manning?s eyes in zone coverage and picking off Eli?s pass, which was intended for Vikings tight end Kyle Rudolph.

    Johnson beat everyone to the house for a 42-yard pick six, putting the AFC up 14-10 early in the second quarter.

    The NFC rallied back on its next drive, keyed by a BeastMode run out of Seahawks running back Marshawn Lynch. Lynch shed five tackles for a vicious 12-yard gain, easily the best run of a Pro Bowl that has so far been decidedly pass happy.

    Two snaps after Lynch?s run, Eli hit Giants teammate Victor Cruz for a nine-yard touchdown on an in route out of the slot, giving the NFC the lead back at 17-14. Cruz, as he is known to do, performed a quick salsa dance in the end zone to celebrate.

    Trailing by three points midway through the second quarter, the AFC replaced Peyton Manning at quarterback with Matt Schaub of the Texans. On a 40-yard bomb attempt intended for Broncos receiver Demaryius Thomas, Schaub was intercepted by Falcons safety William Moore. Moore returned the pick 27 yards to the NFC 28.

    Eli got aggressive with under three minutes remaining in the first half. He noticed Rudolph in Chiefs linebacker Tamba Hali?s coverage down the right sideline, waved Rudolph to continue his route downfield, and hit him for a deep gain of 52 behind a lumbering Hali.

    The first flag of the game was called on Broncos cornerback Champ Bailey toward the end of the second quarter. When explaining the penalty, official Ed Hochuli made sure to announce that ?Yes, there are penalties in the Pro Bowl.? (Yes, Hochuli really said that.)

    Bailey was covering Bucs receiver Vincent Jackson in the end zone when whistled, so the ball was placed at the AFC?s one-yard line.

    Lynch punched it in from a yard out, increasing the NFC?s lead to 24-14. Eli led yet another touchdown drive to close out the half, going 75 yards in the final 68 seconds with a three-yard scoring strike to Rudolph to cap it off.

    As of halftime, top performers in the 2013 Pro Bowl so far have included Rudolph (five catches, game-high 122 yards, one touchdown), Jackson (five catches, 86 yards, one touchdown) and Cruz (game-high eight catches, 66 yards, touchdown).

    Through two quarters, Rudolph is the favorite for Pro Bowl MVP.

Those pads will be assignable to a host of features (cues, loop, roll, sampler, and slicer) in the Serato DJ software (sadly not ready for a demo with the hardware at this time). Of course, the NS7 II is all MIDI compatible, so if your software of choice is something else, then you are free to map and a buse as you wish. That's not all, you might notice in the picture above that the pads have some jazzy colors going on. They are have RGB illumination which can be set and customized to your choice by MIDI data. It's not all about the pads though. Numark has also added touch functionality to a lot of the rotaries. So, if you have one set to control a filter, you can just tap the tip of the control to trigger it on / off. The last of the big news is that with the NS7 II, you can also control four virtual decks. A nice addition for the fast-fingered DJs out there. We ran into the device on the show floor and spent some time with it. Head past the break for more.

    If you ever got your hands on the original NS7, you'll know that it is quite the machine. Big, heavy, covered in controls, and most famously, sporting fully motorized 7-inch platters. It's this curious mix of new and old methodology that pretty much sums up the Serato DJ software it is designed to work with. With the NS7 II, it's basically more of the same. The hardware is built like a tank, the platters feel authentic enough to bring back nostalgia (even if it's in smaller, 7-inch form). The MPC buttons look and feel great too. Intense mashing and finger / thumb abuse? These look more than capable at taking it by the bucket load. The color effect is pleasing to the eye. We're not sure how important it will be in real world application, but if you like to mark out your triggers and samples, this will let you do that. And what the heck, it just looks pretty sweet -- never a bad thing. As for the touch-enabled rotaries? Well, sadly we'll just have to imagine how they work, as there was no connected software for us to test them out. We're imagining it to be a handy feature, none the less. The same applies to the four deck functionality. We were unable to test it, but it's utilitarian enough that we welcome the addition. Each of the two hardware platters has a pair of buttons beneath it letting you switch between decks easily. These buttons are again, solid and firm, letting you get carried away without damaging your new pride and joy.

    Prospective buyers will be pleased to know that as Numark has done before, the unit also contains a full independent mixer. This means you can plug in CDJs, turntables and more and bring them into your set without problem. That mixer is also somewhat larger this time around, thanks to the extra two channels it sports for the four decks. This also serves to enhance its chunky, no messin' look and feel. We'd love to have spent some time actually using it, but alas it wasn't to be. We did manage to grab some video of the hardware though, so head south to take a look of that, while we patiently wait for price and availability information.

    ITU approves the H265 video format, takes us closer to highquality mobile video

    Any smartphone owner who's ever watched a streaming HD video buffer... and buffer... and buffer on even LTE connections will appreciate the ITU's speediness today. Just months after MPEG proposed the extra-miserly H.265 video codec, the ITU has approved it as an official standard. As it's greenlit so far, the format (also known as High Efficiency Video Coding) includes 8-bit, 10-bit and photo-oriented profiles that should cover most 2D capture and playback. Pros are promised 12-bit and chroma profiles in the future, while there's work on 3D for all of us. We'll have to wait for both software support and hardware acceleration to reap the rewards, but there should be many: the halved bandwidth requirements have obvious benefits for cellular devices as well as 4K media delivery for that rash of giant TVs about to hit the market. Let's hope that camera and mobile device makers are just as impatient as we are.

When they were young the friendship wasn't an issue, as they grew though class started to take its toll. For a few years the two of them were completely separated as Peter was threatened by Ethelyn's father, who later gave him a job as a bribe to stay away from his daughter. Unfortunately for dad, Ethelyn went through a rebellious phase and the two of them got back together. Archon has made it excruciatingly difficult for the two to keep the friendship/blooming romance going.

    Newark Mayor Cory Booker saves the day, again

    While out working on a story in freezing New Jersey, a reporter and camera crew from New York station WABC-TV noticed a dog left out in the cold.

    Hours later, when they passed by again and saw that the dog was still outside, they decided to take the issue to Twitter, and the mayor.

    Reporter Toni Yates tweeted N.J. Mayor Cory Booker and WABC. In the tweet, she applauded Newark for its heat help, but added, "Make pet owners get their dogs out of the cold."

    In another tweet, she wrote that she asked the block captain to "do something, call someone," but doubted he would.

    People began re-tweeting the messages, and soon enough the mayor was on the scene with the shivering dog.

    "This is brutal weather. This dog is shaking really bad and you just can't leave your dogs out here on a day like this and go away and expect them to be OK," the mayor told WABC. "Hypothermia on any animal including a human animal will set in pretty quickly. So this is very sad. You can just feel the dog shaking pretty badly."

    Booker picked up the dog and put it into the back of a police car.

    "If you'd crank up that heat, I'd appreciate it," he told the police officer.

    Booker, 43, called the dog's owner and told them it was unacceptable to leave the dog outside in the freezing weather, WABC reported.

    The owners said they were in Queens, N.Y., and did not know that Cha Cha had gotten outside. They said it was an accident and thanked the mayor for saving the dog, a new mother.

    Booker, who's exploring a run for U.S. Senate, later tweeted the reporter, "Because of you that dog was rescued. Thank you for reaching out. Thank u for your kindness."

    This is not the first time Mayor Booker has come to the rescue.

    Booker returned home one evening in April to find flames shooting out of his neighbor's home. A woman screamed that her daughter was still inside.

    The mayor and two of his security detail ran inside to rescue the woman, who Booker said he had known for years. He carried her out of the building over his shoulder and the woman was treated for smoke inhalation and released.

    US to support French in Mali with aerial refueling

    WASHINGTON (AP) ? The United States has decided to provide additional support to the French military in its war against Islamic militants in Mali by conducting aerial refueling missions.

    The Pentagon says Defense Secretary Leon Panetta has told the French defense minister, Jean-Yves Le Drian, that U.S. Africa Command will provide the aerial refueling support. A Pentagon spokesman says the two defense officials discussed the refueling missions and other topics during a phone conversation Saturday.

    U.S. aerial refueling planes would be a boost to air support for French ground forces as they enter areas of Mali that are controlled by al-Qaida-linked extremists.

    The U.S. has already been helping France by transporting French troops and equipment to the West African nation.

    The man who was awarded the first software patent says that he thinks the field is now ?a big mess? ? but that he ?hopes it will get straightened out in time?.

    Martin Goetz, 83, was awarded the first patent on a piece of software in April 1968, for a method of sorting data. As US Patent No.3,380,029 it marked a watershed that would eventually lead to the rise of Microsoft, and then to the ?smartphone patent wars? that have been fought out between Apple, Samsung, Motorola, Microsoft, HTC and Google.

    But he thinks that Amazon?s patent on its ?1-Click? product is absurd, and that Apple?s on the ?pinch and zoom? for pictures is questionable.

    Computerworld ? then a newspaper ? greeted the news of his patent award in 1968 with the front-page headline ?First Patent Is Issued For Software, Full Implications Are Not Yet Known?.

    Goetz was working for a company called Applied Data Research, in an era when mainframes were the only computers around. As he explains in a short film about inventors, made by David Friedman for PBS Digital Studios, IBM ? the dominant force in computing ? was making profits on the hardware but giving the software that went with them away for free.

    ?Back in the 1960s, IBM and other computer companies were giving away their software when they sold their computer. We were trying to sell out software, but selling against free software is very difficult. That?s the reason I tried to get a patent.

    ?IBM had a sorting system they were giving away free and I didn?t want them to copy that method and also distribute it by giving it away for free.?

    Goetz couldn?t have applied copyright law, because that wouldn?t have protected the specific method he had invented ? only the code he had written to achieve the sorting. But in 1964 he had been to a conference on software intellectual property issues, which persuaded him that a patent could be awarded for a piece of software. The key element for a patent is that it should have an ?inventive step? compared to existing methods for carrying something out. But all previous patents had been for physical products ? not for an abstract system of doing things to a generalised machine.

    ?So I applied for a patent. And fortunately I did get a patent.? Filed on 8 April 1965, the patent was granted on 28 April 1968.

    Since then software patents have become enormously valuable ? used by companies (including IBM) to squeeze rivals. Earlier this week it was revealed that Apple?s Steve Jobs threatened to start a patent war against Palm unless it agreed to a deal whereby it wouldn?t try to hire staff away from his company. Palm?s chief executive, Ed Colligan, rebuffed Jobs and pointed out that the idea was illegal.

    More recently Apple was awarded $1.05bn in damages by a US jury over infringements by Samsung on a number of patents relating to smartphones and tablets.

    Goetz though is unrepentant, and has been an advocate of software patents.

    He also says that with his help, ADR helped to create the independent software industry by going to the US Department of Justice, which at the time was looking at antitrust action against IBM. ?I and several others who were selling programs against free software [from computer makers] thought it was unlawful. ADR pushed for IBM to unbundle their software; that was the start of the software industry. It was also the start of people and companies applying for patents for their software inventions.

    But he acknowledges that the whole field has become ?very controversial?. He thinks that Amazon?s One-Click patent ? valid in the US but repeatedly turned down in the European Union ? ?should never have been awarded?, and that Apple?s pinch-and-zoom patent for enlarging or shrinking content displayed on its iOS devices is ?questionable? on the basis that it might be thought ?obvious?.

    ?It?s a little bit of a mess,? Goetz says, with grand understatement. ?Hopefully it will get straightened out over time.?
