Marketing agents, who don?t fall within the jurisdiction of the NFLPA, were the culprits.

Since the implementation of the so-called ?junior rule,? agents who follow the rules have regularly complained that agents who don?t follow the rules realize an unfair advantage, since they won?t follow the ?junior rule,? either.? As a result, the NFLPA has made some adjustments to the rule.? According to Joe Schad of ESPN.com, more could be on the way.

Per Schad, NFLPA executive director DeMaurice Smith told agents gathered for an annual meeting on Friday of the possible changes.? ?The ?junior rule? is idiotic and unfair to reputable agents,? agent Ralph Cindrich told Schad. ?Athletes need advice and assistance.? Agents who break the rules are going to break the rules anyway.?

Smith also said that agents soon could be prohibited from using ?runners? or other third parties to recruit players.? Cindrich agrees on that point, too, even though many agents use runners.

?If you are an agent you have to be in control of your office,? Cindrich said.? ?If you employ runners what you really have are dirty partners.?

?Dirty? has been the operative word regarding the agent business, at least as it relates to the perception of agent behavior.? The rule breakers generate the negative press, making all of the agents look bad.

So kudos to the NFLPA for recognizing that changes are needed.? Here?s hoping the changes get made.

Democracy gone Astray: Household Debt: Bank Of Canada Warns ...

OTTAWA - Canadians are becoming increasingly vulnerable to a housing correction, exposing them to a perfect storm of high debt and falling assets, the Bank of Canada warns.

In a book of four research papers released Thursday, the central bank suggests many Canadians have constructed their finances on a house of cards, with ever rising home values the key and vulnerable support.

The bank economists point out that home prices have risen sharply in the past dozen or so years along with debt, as households needed both bigger mortgages to buy homes and used equity from higher home values to finance other purchases.

"These facts are interrelated, since rising house prices can facilitate the accumulation of debt," the report notes. "Households therefore experience a significant shock if house prices were to reverse."

It adds that falling home prices could have a "relatively large impact on consumption" as equity disappears and the ability of householders to borrow is diminished.

It calculates that a 10 per cent drop in home prices could generate a one per cent decline in consumption, which would slow economic growth.

TD Bank chief economist Craig Alexander said the fact the central bank devoted it's winter review on a single topic ? debt ? demonstrates how seriously it takes the issue.

And he says the bank's example of a 10 per cent correction is not unrealistic given that it is the over-valuation figure the International Monetary Fund gives for Canadian housing stock. Alexander himself believes it could be as much as 15 per cent.

He agrees that the central bank has every reason to be worried, because a correction could knock the stuffing out of Canada's fragile recovery.

"When it comes to the housing market and personal debt, I'm not worried that a housing market correction will lead to a problem in the Canadian financial system," he said.

"I worry more about the economy. I worry that if you have a drop in home prices and you wind up with consumers struggling to deleverage, it will lead to an economic contraction."

The bank does not suggest a U.S.-style housing collapse for Canada is in the offing, nor does Alexander. A big part of the problem south of the border was due to easy credit conditions, something Canadian banks have avoided.

But the bank's economists are clearly concerned nevertheless about the pitfalls from the steady increase in household debt, which has risen as a percentage of income from 110 per cent in 1999 to 153 per cent currently.

And debt to household equity has risen as well even as home prices have soared.

Part of that is well grounded on growing incomes, it says, but part is also due to super-low interest rates and unrealistic expectations that home values will keep rising.

Of particular concern to the central bank is that much of the increase in household debt was not mortgages, but loans secured by home equity which Canadians in turn spent on consumer items and renovating their homes.

"These findings suggest that household indebtedness constitutes an important source of risk to household spending, since it makes households more vulnerable to substantial negative economic consequences in the event of a correction in house prices," one paper states.

The Bank of Canada papers were released hours after a new analysis by the TransUnion management firm found that non-mortgage borrowing had slowed sharply in the past year to a one per cent increase, the lowest since 2004.

While that represents only a small fraction of what Canadians owe, analysts have noted that overall debt accumulation has also been slowing of late and that expectations for home prices have moderated.

That's a good indicator that Canadians are starting to heed the message, said Alexander.

One paper issued by the central bank suggested that home prices have been influenced not only by low mortgage rates but also on expectations that values will keep rising. History shows that's a bad bet, the paper states.

"Over history, these other factors are associated with the medium-run tendency of house prices to rise faster than their long-run trend for a number of years and then subsequently adjust back to trend."

Those corrections could be as great as 20 to 30 per cent relative to the growth in the economy, it said.

The Bank of Canada also notes that increasing debt levels have made Canadians more vulnerable to bankruptcies and insolvencies. Since 2000, about 100,000 Canadians a year have filed for insolvency or bankruptcy, triple the number in the 1980s.

But the bank points out that in most cases, these were not homeowners. The vast majority are renters and the unemployed who have taken on too much in the way of credit card debt and bank loans.

It's been a long pregnancy, but the baby is, at last, almost with us. In the next few weeks, the European regulations regarding 'organic wine' (as opposed to 'wine made with organically grown grapes') are due to be published in the EU's Journal official.

The regulations come into force on August 1st this year, and can be applied retrospectively to wines from the 2011 harvest, supposing they were made in conformity with the new requirements. This year's wines, of course, can be vinified with the rule book in hand. European organic wine will be a reality from this autumn.

The new regulations should ensure that everything which happens to the grapes between harvest and bottling is carried out in an organic spirit. No one, of course, is suggesting that pigeage (punching down) is more organic than remontage (rack and return) when it comes to extracting colour, flavour and tannin from red grape skins, or that there might be an organic and non-organic way to press white grapes. What does matter, if you are wedded to the ideals of purity and naturalness which the word 'organic? implies, are winery additions. Will ?organic? mean fewer of them? ?

This is a matter of consequence, for the simple reason that ingredient labelling for wine is more lax than it is for foods and soft drinks. Unless you buy all your wine from the heroic Co-operative chain in the UK (or drink nothing but Bonny Doon), you won?t know exactly what non-grape ingredients have been added to your wine, the obligatory mention of sulphites aside. The Co-operative does spell out further additions on its back labels ? carboxy methyl cellulose, tartaric acid and pectinolytic enzymes on its Fairtrade Chilean Sauvignon Blanc Riserva, for example (and nothing at all bar a little bentonite and gelatine for fining in the Puerta Colorada Rioja Tinto). ?

My guess is that most of those buying ?organic wine? would do so in the hopeful spirit that it will contain fewer additions than conventional wine. That magic word ?organic?, though, would be the only clue, since the labelling laws let us all down so badly in this respect.

Alas, these hopes are likely to be dashed. The only snippets we have been offered of the coming legislation is that additions of sorbic acid (potassium sorbate ? a sweet wine preservative) will be forbidden, as will the relatively uncommon process of desulphurization. Overall maximum sulphur levels will also be lower than that permitted for European wine in general. A bit lower: 100 mg/l in place of 150 mg/l for red wines, and 150 mg/l in place of 200 mg/l for white and rose wines. Daring this is not: the wines of good ?conventional? producers will be comfortably under the new organic limits. And organic producers, it would seem, will still be able to use the full panoply of acid additions, must enrichment, yeast nutrients and enzymes.

I still welcome the legislative development: it?s important to step in the right direction. Remember that the rules regarding organic cultivation are not yet perfect, either. Few organic producers like having to use copper sulphate in their vineyards: there is an unhappy friction between the organic ideal and the reality of spraying a metal residue into your soils. Out of that unhappiness will come progress. Maybe the presence of a different set of rules for organic vinification, too, will begin to convince Europe?s legislators that current labelling requirements for all wine, whether organic or not, need revision. ?

I?m not saying, of course, that full disclosure of additions would result in better wine. It?s not the presence or absence of an intervention, an addition or an adjustment which matters, but the quality of judgment which lies behind that presence or that absence. Full disclosure would, though, make all winemakers at least stop and think about why they are making an addition ? and might spare us some of the wine caricatures which undisclosed, heavy-handed additions create.

But that apparently comes only after Americans are divided up, categorized and separated by race, ethnicity, even religion.

The evidence comes from Obama himself, even though he once said, ? I have asserted a firm conviction ? a conviction rooted in my faith in God and my faith in the American people ? that working together we can move beyond some of our old racial wounds, and that in fact we have no choice if we are to continue on the path of a more perfect union.?

But his campaign divides people into the following categories: African-Americans, Asian Americans & Pacific Islanders, Jewish Americans, Latinos, LGBT Americans, people of faith, veterans & military families, women and young Americans.

?In visiting Obama?s website, visitors there will find a disturbing drop down menu titled ?Groups? listing several categories that Obama and his team identified as sub-sections of the American population that he believes should be isolated and spoken down to in a way that is different from that of the general public,? explained a commentary at Tampa?s CBS affiliate.

That came under the headline, ?Is President Obama using race, gender and religion to divide America for political gain??

Officials with Obama?s campaign office in Chicago refused to respond to telephone and email messages from WND seeking comment.

But an example of the messages that divide Americans into subcategories is in his promotion for the African-American community to provide him support.

?This month we?re announcing the 2012 launch of African-Americans for Obama. I don?t think there?s a better time than African American history month to consider the tremendous progress we?ve made through the sacrifices of so many or a better time to commit to meeting the very real challenges we face right now.

?Every day, I think of the generations of African American men and women who overcame slavery and oppression, risked their own safety to cast a ballot, even gave up their lives to help build a country that lived up to its founding principals. Their extraordinary hope, their unwavering determination changed this country. Their efforts made it possible for somebody like me to be here today.

?This is another moment we?ve got to decide what kind of a country we want to be. We can either settle for a country where a shrinking number of people do really well or we can build a nation where everybody gets a fair shot. Everybody does their fair share. And everybody plays by the same rules. This campaign is powered by folks at every level taking ownership where it matters most. Around the kitchen table. In barber shops and beauty salons. In the faith community, at work or at school. And of course in the voting booth this election day. Because we are greater together than we can ever be on our own.?

Said the Tampa editorial, ?Within each of these sub-categories, Obama panders to the audience with anecdotal talking points seemingly to address the core issues these groups historically show interest in, and offering his administration as the only solution to t heir needs.?

The commentary continued, ?After thoroughly reading each section, one can leave with no other conclusion that to assess the ultimate intent of Obama?s categorizing Americans is to create division, fragmentation, and discord toward one another, or the general population as a whole.?

The ?Definitely Not Decaf? commentary by Ira Pickett said, ?I find it interesting and disturbing at the same time that Obama isolates ?Jewish Americans? separate from ?people of faith.? Does he not believe that Jews have faith? Why does he address ?young Americans? but not the largest pool of registered votes ? those over 55 years of age. Surely ?women? are important, but why is there not a category for ?men?? Further, why is there no mention of ?business owners? or ?disabled Americans? or other groups?

?President Obama?s categorization of Americans into distinct groups for political gain intentionally works to destroy everything the civil rights movement and [Martin Luther] King sought to create by inspiring equality and blindness toward differences,? Pickett wrote.

In fact, the campaign appears to be undermining Obama?s own statements.

In 2009, he noted that, ?The strongest democracies flourish from frequent and lively debate, but they endure when people of every background and belief find a way to set aside smaller differences in service of a greater purpose.?

The promotion for Obama?s sub-category for African Americans also notes that such historical work allowed him to ?be here,? and the video appears as if it might have been made at Obama?s White House residence.

The White House refused to respond to WND requests for a response on that question, but if it was made on federal property, on its face it would appear to violate campaign laws that forbid the use of government resources for campaigns.

A person who self-identified as ?Queen Muse,? a ?media affairs intern? with a White House email address, told WND whether the video was made at the White House should be answered by the campaign.

LOS ANGELES (AP) ? "The Help" collected three prizes at the NAACP Image Awards, including top actress honors for Viola Davis, the supporting actress prize for Octavia Spencer and outstanding motion picture.

Davis and Spencer have collected armloads of accolades for their work in the film about black maids who speak out against their white employers during the civil rights movement. Both are up for Academy Awards next week.

Davis said the film has "just been the joy of my life."

"I found my voice," she said. "I just emerged through 'The Help.'"

The ceremony Friday at the Shrine Auditorium, which honored diversity in the arts, was punctuated by moving tributes to Whitney Houston, the Black Stuntmen's Association and George Lucas and the Tuskegee Airmen.

Yolanda Adams sang the spiritual song "I Love the Lord, He Heard My Cry" as part of a tribute to Houston, who died last week.

"We love you, Nip," Adams said as she finished the song, referring to the singer's nickname.

Footage of Houston accepting the Image Award for outstanding female artist in 1994 was shown, as was Denzel Washington's presentation of that award, in which he called her an "artist of unparalleled stature."

Sidney Poitier and Harry Belafonte presented the President's Award to the Black Stuntmen's Association, which was established in 1967 to break racial barriers and earn black performers a place alongside white stuntmen in film and television.

They preceded their presentation with a comic exchange on stage.

"We are not stuntmen," said Poitier, 85.

"Sidney, just the fact that we're standing here, we could be stuntmen," the 84-year-old Belafonte quipped.

Some of the original members of the Black Stuntmen's Association were on hand to accept the award.

Samuel L. Jackson presented Lucas with the Vanguard Award. The filmmaker was honored for his body of work, including the recent "Red Tails," which tells the story of the Tuskegee Airmen, several of whom were in the audience. While some of the elderly airmen struggled to stand, the audience rose to their feet to welcome them with a standing ovation.

Lucas said he made the film to be inspirational, patriotic and to "show that everybody has contributed to building this country into what it is today."

In presenting the award, Jackson said he has always loved "Star Wars" and would have done anything to appear in an installment of the space story. He recalled telling Lucas: "I'll be a Storm Trooper and just run across the screen. Nobody even has to know I'm in it."

Jackson went on to play Mace Windu in the three "Star Wars" prequels.

As part of the tribute to Lucas, Jennifer Hudson and Ne-Yo performed "Ain't No Mountain High Enough" while Lucas sang along from his seat.

Hudson was also a winner Friday, claiming the outstanding album prize for "I Remember Me."

Other winners announced during the two-hour telecast hosted by Sanaa Lathan and Anthony Mackie included Regina King, named outstanding actress for her work in the drama "SouthLAnd," and Tracee Ellis Ross and Malcolm-Jamal Warner for their lead roles in the comedy "Reed Between the Lines."

Radio pioneer Cathy Hughes accepted the Chairman's Award at a separate ceremony in New Jersey that was included in the broadcast on NBC.

Gospel singer Kirk Franklin closed the program with a version of Houston's "The Greatest Love of All" before launching into his uplifting song, "Today."

The Image Awards are presented annually by the National Association for the Advancement of Colored People, and the group's members select the winners. As she accepted her award, King thanked the organization for "continuously providing a stage to recognize and applaud us."

Chavez is a vociferous advocate of Syrian President Bashar al-Assad and Iranian President Mahmoud Ahmadinejad, who face pressure from Western sanctions. Few leaders on the world stage have polarised opinion as sharply as the Venezuelan president.

Chavez, who still defends the late Libyan leader Muammar Gaddafi, has repeatedly backed Arab leaders who have faced a year-long wave of popular protests, which have already toppled four governments.

The South American OPEC member nation has also tried to aid Iran with fuel supplies amid sanctions over its nuclear programme.

Rights groups say close to 6,000 people have been killed in attacks by Syrian security forces against civilian demonstrators and an increasingly powerful rebel insurgency.

The United States and Europe are pressuring Assad to leave power. Russia and China this month vetoed a United Nations resolution calling on Assad to step aside.

EU threatens new sanctions on Syria

The Venezuelan tanker was last seen off the coast of Cyprus with a destination of Banias and the estimated arrival date of Wednesday, AIS ship tracking on Reuters showed. The satellite tracking has been switched off since Wednesday.

The shipment comes at a critical time for Syria, which has faced worsening energy shortages this winter after Western sanctions all but halted imports, which are needed to meet half the country's diesel demand.

Syria's oil minister spoke about a possibility of Venezuelan imports in January, and traders said the Negra Hipolita diesel shipment to Syria was the second delivery in the past three months.

The vessel can carry 47,000 tonnes, which if fully loaded would be worth around $50 million. It was not clear how much diesel the ship was carrying.

While there is no blanket embargo on supplying fuel to Syria, its state-owned oil firm Sytrol, responsible for organising fuel imports and exports, was placed on a U.S. blacklist last summer, and the EU followed suit in December.

The European Union has stopped short of banning product deliveries for humanitarian reasons, but oil traders said most deliveries have stopped anyway as traditional suppliers are increasingly reluctant to do business with Syria.

Normally an exporter of crude oil even in peacetime, Syria has relied on imports for more than half of its annual consumption of 5 million tonnes diesel because of a shortage of domestic refining capacity. International sanctions have stopped Syrian oil exports since September last year, drastically stretching government budget revenues.
