Mexico opposition party seeks legislation for Pemex to sell shares

Mexico?s opposition National Action Party sent Congress a bill Thursday to change the constitution and pave the way for Petroleos Mexicanos to sell shares.

The changes would require additional legislation to enable a ?small? share sale, said Salvador Vega, the party?s top member on the Senate Energy Committee. The proposal would also break the monopoly on electricity generation and distribution held by state power company Comision Federal de Electricidad, or CFE, he said.

The PAN is proposing the most ?audacious? changes in Mexico?s energy industry since 1938, when Mexico expropriated assets from U.K. and U.S. companies and changed its constitution to assert control over its energy resources, Vega said. The proposal may go beyond that of President Enrique Pena Nieto who last month declined to say whether he?ll push to change the constitution and has promised to ?modernize, not privatize? Pemex.

??We?re looking for a way to democratize Pemex, including listing small amounts of shares,? Vega said today in a telephone interview from Mexico City. ?We?re also contemplating an opening for the electric sector.?

?The PAN?s announcement preempts the energy proposal expected from Pena Nieto?s Institutional Revolutionary Party, or PRI. That plan will be presented within days, David Penchyna, the head of the Senate Energy Committee and a member of the PRI, said in an interview with Radio Formula.

?The peso briefly pared its loss after Vega?s comments and erased it after the U.S. Federal Reserve said it will maintain its $85 billion in monthly bond purchases. The peso was little changed at 12.7641 per U.S. dollar at 1:55 p.m. in Mexico City.

?This isn?t the first time the PAN has thought about trying to give Pemex the ability to sell shares. In 2011, then President Felipe Calderon decided against an energy bill that would have included selling shares of Pemex after initially saying such a sale ?could be an alternative.?

?The PAN?s proposal could also face opposition from the Democratic Revolution Party, or PRD, the nation?s third-biggest party. Jesus Zambrano, the PRD?s president, has promised that the party will oppose any drive that it sees as privatization.

?Andres Manuel Lopez Obrador, the party?s candidate who came in second to Pena Nieto in last year?s presidential election, said he?ll call supporters to Mexico City?s Zocalo, or main square, in early September to rally against the expected energy overhaul proposals.

??My sense is that the PAN does want to go further on energy reform, and by putting these types of topics into the debate are ensuring that a number of options are considered,? Eric Farnsworth, head of the Washington office of the Council of the Americas, said in a telephone interview. ?Whether or not it?s a bridge too far is something the Mexican people would obviously have to decide.?

?When asked about the possibility of a share sale at a news conference Thursday,? PAN lawmaker Ruben Camarillo said the proposal would call for annual Congressional approval of Pemex?s debt levels and whether parts of its funding would come from a share offering.

?Lawmakers will have an ?extensive debate? to decide how much funding will come from debt, the hybrid securities known as Citizen Bonds, or shares, Camarillo said. The amendments to articles 25, 27, and 28 won?t address the details for those changes, and they will be attended to in secondary laws, he said.

?Camarillo said that his party also wants to remove the Pemex union from the company board, where workers currently hold five of the 15 seats of the board.

Judge: Fed chair Bernanke should be deposed in AIG bailout case

Federal Reserve Board Chairman Ben Bernanke testifies before the Senate Banking, Housing and Urban Affairs Committee July 18, 2013 in Washington, DC.

Federal Reserve Chairman Ben Bernanke should testify in the lawsuit by American International Group Inc's former chief Maurice "Hank" Greenberg against the United States over the insurer's 2008 bailout, a judge ruled on Monday.

Judge Thomas Wheeler of the U.S. Court of Federal Claims rejected the government's effort to keep Bernanke from being deposed, saying the Fed chairman was a "central figure" in the decision to bail out AIG.

"Indeed, the court cannot fathom having to decide this multi-billion dollar claim without the testimony of such a key government decision maker," Wheeler wrote. "These facts constitute 'extraordinary circumstances' for the taking of Mr. Bernanke's deposition."

(Watch: Who will succeed Bernanke?)

Greenberg's Starr International Co, which once had a 12 percent stake in AIG, is suing over the government's taking of a 79.9 percent stake in the insurer in September 2008 and a separate 1-for-20 reverse stock split in June 2009.

Greenberg's attorney, Alanna Rutherford of Boies, Schiller & Flexner, said his team was pleased with the judge's decision.

Earlier this year Greenberg tried to force AIG to join his suit against the government over the $182.3 billion bailout, an effort the company ultimately rejected.

Greenberg is seeking tens of billions of dollars in compensation over the losses he incurred when the government rescued the company.

"Because of Mr. Bernanke's personal involvement in the decision-making process to bail out AIG, it is improbable that Plaintiff would be able to obtain the same testimony or evidence from other persons or sources," Wheeler wrote in his four-page order.

Wheeler said the court would extend "appropriate deference and courtesies" to Bernanke in scheduling the testimony; the judge also said he would attend the deposition himself.

It is tentatively scheduled for Aug. 16, the order noted.

Pursing a Legal Career in CJ - College of Criminal Justice

Kristy Bailey has been working in the legal field since she was a senior in high school and, in just seven short years, she has assisted with employment, family, and immigration cases -- and even a capital murder special prosecution.

Bailey is senior at Sam Houston State University, pursuing a criminal justice degree with hopes of attending law school in the spring or fall of 2014. With the many contacts she has made through years of working in legal firms and her recent internship with Conroe attorney Jo Miller, she is well on her way.

?I like to read, and I can comprehend legal jargon relatively easily,? said Bailey, who already has dozens of cases under her belt. ?I strive for excellence in the field. Through my current employer and other attorneys, I have made several contacts.?

Attorney reviewing legal documents.Bailey sounds like an attorney, easily negotiating the types of documents and proceedings that go into criminal and civil cases. She has worked with Miller, an employment and family law attorney, for three years, and opted to do an internship at the office by restructuring her position.

During her internship, Bailey assisted with drafting pleadings, motions, and discovery; attended and assisted attorneys in depositions; participated in continuing legal education classes; and communicated with clients, courts, experts and witnesses. In fact, she has been assigned to do a response for summary judgment in one of her cases, which will be reviewed by the attorney before being presented to the courts, and helped prepare an outside attorney to handle a deposition for the firm.

?She?s earned the respect of everyone in our office and at the courthouse,? said Miller. ?I am a big believer in education and I continue to educate myself. I believe you can?t just skate by on what you think and what you think you know. She has participated in continuing legal education classes designed for attorneys, which is well above what she is doing in her internship.?

Bailey began her legal career in high school with the law office of Randy Bays, serving as a legal secretary and filing clerk. She went on to work for an immigration attorney, ?which is completing a lot of paperwork,? before deciding to go to culinary school. She didn?t like it and returned to the law.

Photo illustrating child abuse with young boy holding up his hand defensively. While taking criminal justice classes at Sam Houston State University, she was serving as a legal assistant on a special team of private attorneys assigned to prosecute a capital murder case in Montgomery County. The case involved the beating death of a two year old girl at the hands of her mother?s boyfriend. As she recounted the facts of the case, her eyes begin to glisten as she recalled the cuts and bruises on the victim, who died from a lacerated liver, as well as the evening of partying and arguments that preceded the death.

?Our evidence wasn?t strong enough, and it was all circumstantial,? said Bailey, adding that the defendant plead guilty and is serving 20 years in prison. ?Especially in criminal law, where you have the highest burden of proof, you have to have your facts in line and you have to know your facts. You have to know your witnesses and you have to know how to ask the questions to get the right response. Justice isn?t always done ? he should have received the death penalty.?

Bailey displays the same intense, deliberate passion when discussing her volunteer work as a special advocate with Court Appointed Special Advocates (CASA), which provides information to the courts in child abuse and neglect cases. She worked on the case of a four month old that suffered 14 rib fractures, a broken arm and a hole in the bottom of her mouth, allegedly from being placed to tightly in a car seat. ?I could not in a million years recommend that the Mom or Dad should have contact with the child,? she said.

Illustration of discrimation with a red figure kept outside a circle of white figures holding hands.Currently, she is working in employment and family law, cases which involve discrimination on the job or divorce and custody issues. Miller?s office is the plaintiff?s attorney for those who have been discriminated against by their employer based on their age, race, color, gender, sex, disability, the Family and Medical Leave Act or Fair Labor Standards Act. She also assists with family law cases, which often include allegations she deals with in her classes at SHSU, such as sexual assault, domestic violence, and child abuse.

?I don?t think anyone should be discriminated against,? Bailey said. ?In this day and age, we should all just get along.?

After all she has witnessed in criminal cases, Bailey said she would like to remain in employment law, perhaps one day succeeding her boss in the practice.

?I consider myself to be a pretty good people reader,? said Bailey. ?If someone told me they did it, I morally can?t defend them. If I thought that they were guilty, I couldn?t zealously defend them. I couldn?t ?get anyone off? on a technicality for a crime they committed.?

Photo of a female lawyers and a female judge with a witness in court.Bailey, who expects to graduate in December, would like to attend South Texas College of Law, Baylor University, or St. Mary School of Law in Texas, but she is also looking at schools in Oklahoma and North Carolina. She already has collected letters of recommendation from judges, attorneys, professors and even the dean of a law school.

While Bailey is obviously passionate about the law, she has trouble putting into words why she is so driven in this area. She hopes one day to become a district judge.

?It is knowing that I had a part in bringing justice,? she said quietly. ?I?m good at it and I excel at it.?

?And I like to argue,? she adds with a smile.

Israel to Release 104 Prisoners to Restart Talks

The Israeli government agreed Sunday to release 104 Palestinian prisoners over the next nine months as a gesture to lure Palestinian leaders back to the negotiating table. Prime Minister Benjamin Netanyahu said the deal, while painful for the family members of those killed in terrorist attacks, was vital to Israel's security and stability. Netanyahu faced considerable pressure from U.S. Secretary of State John Kerry, who is hoping to renew talks in Washington on Tuesday between representatives from both sides.

Will Nexus 7 beat iPad Mini by out-cooling it?

Cool?

(Credit: Google/YouTube Screenshot by Chris Matyszczyk/CNET)

I want to take you to a world that some might never be able to imagine.

It's a world in which Google is cooler than Apple.

I know, I know. In this world, the devil must be ice-skating.

Still, you'll find quite a few sentient humans who'll tell you that the Nexus 7 is better than the iPad Mini.

They're talking about the new Nexus 7. I'm talking about the old one.

I chose a Nexus 7 over the iPad Mini for the simple reason that it felt better. No, this might not be the way you buy things. But I can live with that if you can.

I use it mostly to watch TV shows and movies, as I wander about the house searching for inspiration, last night's party guests, and my orange sneakers.

Yes, I put up with the user interface, which looks like it was designed by the same man who designed hieroglyphics -- except that the work he performed for Google was done late at night, with ouzo oozing from his pores.

Still, the product works for me.

So when the new one came along with its shiny screen and glorious reviews, I was fascinated to see how Google would market it.

The answer, at least so far, is one charming ad featuring a boy trying to get a girl by trying to conquer his fear of public speaking.

I fancy many won't have seen this ad.

It certainly hasn't adorned my sports watching over the last few days, and I'm wondering if that's deliberate.

You know that when Apple comes out with its next iPad Mini, it will offer advertising in so many breaks that it'll seem like a break only when you don't see an Apple ad.

Yet, in Nexus 7, Google has a product that even a human (as opposed to techie) consensus is impressed with and yet is being released more through the positive feelings it's engendered, rather than a vast marketing push.

This might be because more ads are coming, but, in the rush of these things, they just aren't ready.

It might also be that Google is trying to let Apple flood the market more and more with ads that aren't being well-received, while itself standing back and looking, can one even conceive it, cool.

That would be an interesting strategy. Over the last couple of years, Google hasn't been afraid of public speaking.

More Technically Incorrect

Its advertising has been far more cleverly focused on real humans and has often delivered a warm, modern glow. Even the latest ad for Chromecast shows a company that's actually interested in you, for a change.

Google has never seemed entirely sure how to advertise its hardware products. Originally, the company thought it could sell Nexus phones without any real advertising at all.

And yet with the Nexus 7, it clearly has an excellent product on its hands.

Of course Apple isn't (entirely) panicking.

Because it's built a vast emotional well of commitment (as well as a severe emotional dependence on its ecosystem) from its customers over many years, those customers forgive more easily when a product isn't quite there -- or is even very late in coming.

Yet its ever-increasing global ambitions force upon it certain compromises that might cut into its public perception.

The Nexus 7 is a cool little thing. How might Google capitalize on that?

The Great Ryan Braun Freakout or, Why Sports Should Allow Doping Already

My latest Daily Beast column is about the suspension of the Milwaukee Brewers' Ryan Braun for using performance-enhancing drugs (PEDs). By all accounts, this is the first of many coming suspensions, which will likely include possible future Hall-of-Famer Alex Rodriguez of the New York Yankees.

A snippet:

The?Boston Globe?s Dan Shaughnessy?passed immediate judgment, pronouncing that, ?In the pantheon of sports dirtbags, Ryan Braun goes down as one of the worst. He forever will be a baseball pariah.???Who is Ryan Braun? He?s a cheater and a liar,??testified CBS Sports? Gregg Doyel. ?Braun is one of the most cravenly selfish figures in American professional sports,?seethed?Fox Sports? Jon Paul Morosi.

From all this, you?d gather that Braun had committed an actual crime that really hurt somebody. Murder, maybe, or rape, or failing to support his children?all things which athletes are known to do. But the worst thing he did?and it is pretty bad, for sure?was attack the integrity of a urine-specimen collector back in 2011....

Why not have an actual public conversation about how and why PEDs are used? Baseball players, who show a remarkable willingness to sacrifice their bodies in pursuit of?beaucoup?bucks and a few lines on a plaque in Cooperstown, and team owners, who rightly see players as investments worth protecting, might come up with a drug policy that actually has a chance of working without forcing grown men to pee into cups or lie to a disbelieving public.

Openly allowing PEDs might not sit well with sportswriters, who have to blow smoke on a semi-regular basis like old?Chief Noc-a-Homa?used to do at Atlanta Braves games. But I suspect that poor, suffering fans who genuinely seem not to give a fungo bat about how athletes manage their incredible feats would be fine with it all.

Read the whole piece at The Daily Beast.

GOP stars head to Western Conservative Summit, debate strategy for success

DENVER- ? This isn?t an election year, but you wouldn?t know it from the number of potential Republican presidential candidates rubbing shoulders in swing-state Colorado this weekend.

Wisconsin Gov. Scott Walker spoke Friday at the annual Western Conservative Summit at the Denver Hyatt Regency, insisting that Republicans don?t need to change their political positions in response to President Obama?s reelection win in 2012, just their approach.

SEE ALSO: Rand Paul to Chris Christie: You need to talk to more real Americans

?There?s no doubt that if you are focused on an optimistic, relevant and courageous message, you can not only win, but more important, you can govern,? said Mr. Walker.

Sen. Ted Cruz, Texas Republican, former Arkansas Gov. Mike Huckabee and ex-Rep. Allen West of Florida are also scheduled to speak over the weekend at the red-meat conservative gathering sponsored by the Centennial Institute, which drew a record 2,000 attendees in its fourth year.

Before headlining the Denver event, Mr. Walker appeared on a panel of Republican governors Thursday at the Aspen Institute along with New Jersey Gov. Chris Christie, Louisiana Gov. Bobby Jindal and Indiana Gov. Mike Pence.

Mr. Christie made headlines at the forum when he took a jab at Sen. Rand Paul of Kentucky, another oft-mentioned possible GOP presidential candidate, as part of their ongoing feud over security versus liberty.

?This strain of libertarianism that?s going through parties right now and making big headlines I think is a very dangerous thought,? said Mr. Christie. ?You can name any number of people and [Mr. Paul] is one of them.?

Democrats have dominated Colorado politics in the last few election cycles, but Mr. Walker said there?s no reason Republicans can?t reverse the trend with the right message. He pointed out that Democrats looked unbeatable in Wisconsin, which he described as ?the home of the progressive movement,? until 2010.

SEE ALSO: N.J. Gov. Chris Christie slams Sen. Rand Paul, calls libertarianism a ?very dangerous thought?

?In my state of Wisconsin a few years ago, everything was blue,? said Mr. Walker. ?Everything flipped after the November ?10 election.?

Mr. Walker, who survived a recall election brought by Democrats and labor unions in 2012, pointed out that even though Democrats control the White House and Senate, Republicans hold 30 governorships and majorities in 27 state legislatures.

?As frustrated as we were by last year?s presidential election, the reality is that real reform happens in the states,? said Mr. Walker. ?So as much as I want to see changes in Washington, and I?m going to continue to push for those, I?m optimistic about the future because I believe real reform happens in the states.?

He said Republicans fell short in the last presidential election in part because they failed to draw crucial distinctions between liberalism and conservatism.

?I thought we missed an opportunity to explain the fundamental difference between the left and right,? said Mr. Walker. ?I think the president and his allies measure success by how many people are dependent on government. We as conservatives, we should measure success by just the opposite, by how many people are not dependent on government.?

Mia Love, who gave a primetime address at the 2012 Republican National Convention, reinforced the GOP message of independence over dependence. The mayor of Saratoga Springs, Utah, Ms. Love is again running against Rep. Jim Matheson, Utah Democrat, after losing by a whisker in 2012.

?Let me tell you what their [liberals?] message is,? said Ms. Love. ?Their message is, ?The American dream is dead. It?s over. The government is your solution. Give up your dreams.? ? Not with my words, but with my life, I will show them that the American dream lives on.?

U.S. coach Klinsmann banned for Gold Cup final

Jurgen Klinsmann was ejected in the 87th minute of Team USA's 3-1 semifinal victory over Honduras.

Nicholas Kamm /Getty Images

CHICAGO (AP) -- The U.S. soccer team will be missing a key figure for the Gold Cup final against Panama on Sunday: their coach.

Jurgen Klinsmann was suspended for one game Friday by CONCACAF's disciplinary committee, the result of his ejection in the 87th minute of a 3-1 victory over Honduras in the semifinals Wednesday. Klinsmann was dismissed "for showing dissent towards the referee by throwing the ball in a violent manner," the disciplinary committee found, and said FIFA rules require anyone ejected from a match to be suspended for the following game.

The decision cannot be appealed.

"I don't think it changes too much," U.S. captain DaMarcus Beasley said Friday. "It's always good to have him on the bench, but he'll give his wisdom before the game ... make sure we get off on the right foot. But it's not going to be the same not seeing his face on the sideline, giving us instructions when we need it and being the enthusiastic person that he is on the bench. Especially, when we score or he needs to tell us something if we need to change something."

Klinsmann was irate Wednesday after the referee failed to issue cards on a series of hard fouls against the Americans. He could be seen yelling and gesturing angrily in the direction of the referee, and was told to leave the field after he slammed a ball into the ground.

Klinsmann later apologized, saying he acted out of frustration.

"I was talking to the ref as well. There weren't any cards," Beasley said. "I got hit three, four times in somewhat the same sequence, and they didn't call anything but a foul. So I could understand his frustration. I was frustrated."

The Americans are seeking their fifth Gold Cup title. They also are looking to extend their record 10-game winning streak in all matches.

"This is what he lives and dies for," Eddie Johnson said. "This is the opportunity that American soccer has been wanting, to have a coach with such experience, who's played at the highest level and played on big teams and managed big players, to be in this position to help us get to where we're trying to go in American soccer."

Seven shot dead in Florida hostage rampage

By Zachary Fagenson

MIAMI (Reuters) - A tenant went on a shooting rampage at a Florida apartment building, killing six people before a SWAT team killed him and rescued two neighbors he was holding hostage on Saturday, police said.

The hostages were unharmed, police in the Miami suburb of Hialeah said.

"We don't have a clear motive," said Hialeah police spokesman Carl Zogby. "This was an irrational act and many times there is no rational explanation."

Neighbors said the gunman may have been facing eviction, but police were still investigating.

The melee began on Friday evening when the gunman, identified as Pedro Vargas, 42, set fire to the apartment he shared with his mother, police said.

The building managers, 78-year-old Italo Pisciotti and Camira Pisciotti, 68, saw smoke pouring out and ran to the apartment, Zogby said.

"He came out of the door and shot both of them several times, killing them right at the scene," he said.

Vargas went back inside his burning apartment, walked out on the balcony and fired 10 to 20 shots into the street, Zogby said.

A man who lived across the street was killed as he walked from a parking lot toward his home. Vargas also shot at emergency crews and police, preventing them from giving immediate aid to the victims, police said.

The gunman then went to a third-floor apartment, kicked down the door and shot dead a couple and their 17-year-old daughter, Zogby said.

Vargas then ran through the building, firing erratically and exchanging gunfire with police as they arrived and tried to engage him. He ran to the fifth floor, where he took two people hostage and barricaded himself inside their apartment, police said.

Negotiators made contact with him during the night but the talks fell apart and the SWAT team swarmed in about 2 a.m., police said. Vargas had plenty of ammunition left and was firing and "ready to fight" when police killed him, Zogby said.

"All this while, officers are trying to save the hostages, grab them, pull them out of the apartment while this gun battle was going on," he said.

Police initially said Vargas' mother collapsed and was taken to a hospital during the chaos, but later said she had been away visiting relatives during the shootout.

The apartment complex in the blue-collar, mostly Hispanic community housed about 90 families.

More than a hundred police officers from Hialeah and surrounding communities responded to the situation. Some apartment residents were in tears as the investigation continued on Saturday. Others stood on balconies and in hallways looking bewildered.

Police said Vargas was described by neighbors as a quiet man and had no criminal history.

The ceiling and outside wall of his apartment were charred from the fire and blood from the slain building managers stained the door. Three small red flowers had been placed nearby. Down the hall were more flowers and a heart-shaped glass ashtray with three red candles burning in it.

UNIONS IN DISGUISE? GOP Lawmakers Question Rise of 'Worker Centers'

Roughly 200 so-called "worker centers" across the country are representing employees who work in everything from the fast-food industry to the taxi business.?

But some key Republican lawmakers are asking if those centers are actually acting more like labor unions. The concern is that the rise of these groups has become a way around the rules that govern bona-fide unions -- like requirements to submit financial filings to the feds every year.?

House education committee Chairman John Kline, R-Minn., and Rep. Phil Roe, R-Tenn., sent a letter this week to newly confirmed Labor Secretary Thomas Perez requesting that he clarify the situation.?

"In the last decade, the line between so-called 'worker centers' and labor organizations has blurred. Today, many of these worker centers are dealing with employers directly on behalf of employees," they wrote.?

They cited the example of one such group lobbying, back in the late '90s, for increased minimum wages in restaurants in the Koreatown area of Los Angeles. The four-year campaign of pickets and boycotts was ultimately successful.?

But lawmakers want to know what makes one group a union, and another something else.?

"We're just asking the secretary to clarify what those things are. And it's very well spelled out if you read the law what it is. What you can and can't do and what your reporting requirements are and are not," Roe told Fox News.?

Alexandra Suh, executive director of the Koreatown Immigrant Workers Alliance in Los Angeles, defended its activities.?

"My understanding is that unions' main role is to seek to represent a body of employees at a specific workplace and, in an ongoing way, formally bargain and negotiate contracts with the employer on behalf of those individuals. KIWA does not play this type of role," Suh said.?KIWA was involved in seeking higher wages at Los Angeles restaurants.?

Others are convinced the unions are skirting the rules with these groups.?

A full-page ad from the Center for Union Facts has been running showing the AFL-CIO'S Richard Trumka, and then the same picture of him in a disguise as a "worker center" big shot.?

Many say worker centers do provide useful services such as job training and English-as-a-second-language classes.?

Delhi University declares ninth cut-off list after start of academic session

New Delhi:?The Delhi University today declared its ninth cut-off list to the four-year undergraduate programme after completion of the orientation process.

The list is mainly for students belonging to reserved categories. There are, however, a few courses still open for general students.

However, seats for science courses are closed for general candidates who can only now try in arts and commerce.

There are seven colleges with commerce seats and six with economics seats.

It is mainly evening colleges like Shyam Lal, Sri Aurobindo College and Satyawati College that are waiting for general students to fill up seats.

While three colleges have vacancies for Hindi and Sanskrit, two have seats for history.

Indraprastha College for Women has again opened admission to commerce, English and Hindi after having declared closed in the eight cut-off list.

"There has been migration of commerce students to B-schools ever since the Master of Business Administration and Chartered Accountancy results have been declared," Indraprastha College for Women principal Babli Moitra Saraf told IANS.

Moti Lal Nehru College (evening) is the only college that has seats vacant for almost all the courses it offers.

The Bhaskaracharya College of Applied Sciences and Ram Lal Anand College that had made news during the first cut-off, are still waiting for students to fill B.Tech (computer science) seats. The cut-off has been moderately brought down to 93 per cent.

In the first cut-off list, Ram Lal Anand College had put the ceiling at 100 per cent for admission to its B.Tech (computer science) course while Bhaskaracharya College of Applied Sciences have kept it in the bracket of 97-99.75 per cent for commerce and B.Tech courses.
DU Registrar Alka Sharma said: "Students have to complete their admission process by July 29 after which any admission undertaken by colleges would not be accepted."

The university introduced the four-year undergraduate programme from this academic session. Under it, students will be required to study 11 foundation courses in the first two years with the main subjects under disciplines I and II and applied courses.

U.S. To Russia: We Won't Kill Or Torture Snowden

human-rights-day-limgThe U.S. has pledged not to seek the death penalty for NSA-whistleblower Edward Snowden. To persuade the Minister of Justice to give up Snowden, it appears that Eric Holder had to ironically assure Russian authorities that it will respect human rights. "The United States would not seek the death penalty for Mr. Snowden should he return to the United States," he wrote. "We believe these assurances eliminate these asserted grounds for Mr. Snowden?s claim that he should be treated as a refugee or granted asylum, temporary or otherwise."

Wearable electrodes from Japan let users monitor their heart rates just by slipping on a T-shirt

Wearable technology looms on the horizon right now, with products like Google Glass and the rumored?iWatch attracting attention as much for their practical applications as for their curiosity factor. Not only can we bring our computers anywhere now, we can wear them too.

Most of these products can be categorized as consumer accessories ? watches, headbands, etc. ? but Japan?s NTT has developed an actual textile with computing capabilities. Specifically, they?ve invented a wearable textile electrode that can be placed inside a T-shirt, where it can can monitor one?s heart rate.

Check out the video below to see how it works.

According to Diginfo.tv?the textiles are made from a synthetic fiber core that is coated with a conductive polymer. Since the electrodes are soft and comfortable to wear, they allow for long term monitoring of one?s heart rate without electrolyte pastes or gels.

The most obvious use for this technology is in medicine, of course, but with wearable technology a natural fit for health and fitness apps like Nike+, it seems well-poised to function on a more consumer-oriented level too.

NTT is in the process of testing the fabric on 100 wearers to further assess its effectiveness and safety.

'Beep Baseball' A Homerun With Blind Players

Ryan Strickland takes a practice swing. Even though most players are legally blind, batters, basemen and outfielders all wear blindfolds in Beep Baseball so that people who can see shadows, for example, don't have an advantage.

The air smells like cut grass and barbecue at Friendship Park in north Spokane, Wash. And Bee Yang is up to bat. The outfielders get ready. Yang is known as a power hitter.

But this is not your usual baseball game. There's a twist: most of the athletes on the field are visually impaired. Players know where the ball is by listening for it. It's called Beep Baseball, named for the beeping sound the balls make.

Yang listens for the pitch.

He swings.

He hits the ball and takes off toward first base, which has started buzzing. Over in left field, a player scrambles after the beeping ball. But Yang reaches the base first.

Twenty-six U.S. teams, plus one in Taiwan, make up the National Beep Baseball Association, and starting this weekend, 20 teams will meet in Georgia for the World Series of Beep Baseball.

Troy Leeberg is the coach of the Spokane team. Like many of the players here, the last time he was on a baseball diamond was in high school.

"But with my vision, I couldn't see the ball coming to hit it. So they finally just said 'You're just the ball boy now.' But now I'm 45, and this is our second season here," Leeberg says.

In this version of the game, you score a run by reaching a base before the opposing team's outfielders pick up the ball. In all of Beep Baseball history, there have been only five balls caught in mid-air. There's no second base. The infielders at first and third guard bases that look like blue foam pillars. And the pitcher, who has at least some vision, is on your own team.

Kelsie Weir is the pitcher for the Spokane Pride, one of the positions in Beep Baseball that requires some vision. The balls contain an electronic beeping device so blind players know where it is.

The evolution of the sport mirrors a shift in thinking about disabilities in the U.S. Back when the game began in Colorado in the 1960s, there was no running. No diving after the ball. And players were bundled up in all sorts of padding. They found the game boring.

It finally took off in the 1970s when the rules of Beep Baseball were revised to be less protective.

Vivian Huschke lost her vision after college.

"If I did running, it was like, sighted guides hanging on, chained with somebody. So when they said, 'Yeah, you're going to run from there to the base,' it's like, 'With no cane, no sighted guide, you just run free?' "

Beep Baseball games are full of jokes that might seem politically incorrect elsewhere. "Keep your eye on the ball" they'll banter. At one point, half the field cracks up when one player hits the ball ? and her teammate unknowingly congratulates the wrong person.

Teri Fimpel says Beep Baseball is a rare place where she doesn't have to explain herself or her disability.

"So it's just, I don't know, it's like our own private little world. It's like our own private community where we can talk and be ourselves, but yet have the understanding that we're all equal," Fimpel says.

The Spokane team may take a break from practice next week to listen to the final game in the World Series of Beep Baseball on a live stream. For these players, it isn't blindness that unites the team ? it's just a love of baseball.

Anthony Weiner admits sexting continued after 2011 resignation from Congress

By Tracy Connor, Staff Writer, NBC News

?

Donald Traill / AP

Anthony Weiner and wife Huma Abedin attend the Jamaica Jerk Festival at Roy Wilkins Park in Queens on July 21.

New York City mayoral candidate Anthony Weiner, who resigned from Congress in 2011 after a sexting scandal, admitted Tuesday that his Internet shenanigans didn?t stop when he stepped down in disgrace.

Hours after a gossip website published raunchy texts and explicit photos it said were from 2012, Weiner held an extraordinary press conference ? accompanied by his wife Huma Abedin, an aide to Hillary Clinton ? to apologize and ask voters for a second chance.

"Some of these things happened before my resignation. Some of them happened after," Weiner said without providing any specifics.

And in her first public remarks on the scandal, a clearly nervous Abedin said it took ?a lot of work and a whole lot of therapy? to put her marriage back together.

"It was not an easy choice in any way but I made the decision that it was worth staying in this marriage,? she said. ?I didn?t know how it would work out but I did know that I wanted to give it a try.

"I love him. I have forgiven him. I believe in him,? she added. ?And, as we have said from the beginning, we are moving forward.?

Weiner called the press conference after a gossip website called The Dirty published an interview with an anonymous woman who claimed she had an online relationship with him between July and November 2012 ? more than a year after his resignation.

BigGovernment.com via AP

This undated photo taken from the website BigGovernment.com purports to show former Rep. Anthony Weiner shirtless.

"I said that other texts and photos were likely to come out, and today they have," said Weiner, who has been leading some polls for the Democratic nomination for mayor and balked at calls from opponents to drop out of the race.

"While some things that have been posted today are true and some are not, there is no question that what I did was wrong. This behavior is behind me," he said, calling it ?problematic to say the least and destructive to say the most."

Weiner had even told NBC 4 New York in April, as he was weighing a mayoral bid, that there could be more revelations coming.

"Some things may come out that are true," he said at the time. "Some things are not.?... Basically, New Yorkers know the story. I did it. I did it with multiple people. These things were wrong and inappropriate, and I never should have been dishonest about it. They played out in the most public and embarrassing way possible. And that?s it."

On Monday, the Dirty claimed that Weiner ? who allegedly used the alias Carlos Danger ? met the unnamed 22-year-old woman on the social-networking site Formspring in July 2012, sent her lewd photos and had phone sex with her before the relationship "fizzled."

He promised her a job and a condo, said the site, which posted pictures of body parts and graphic messages about sex acts.

"Even post scandal, I thought he was misunderstood. Until I got to know him," the woman was quoted as saying. "I thought I loved him. Pretty pathetic."

Weiner was a six-term congressman representing the New York City boroughs of Brooklyn and Queens and Abedin was pregnant when a photo he sent on Twitter ? of himself in his underwear ? sparked an uproar in the late spring of 2011.

After initially denying it was him in the picture or that he sent it, Weiner eventually came clean, confessing that he had carried on "inappropriate" conversations through Twitter, Facebook, email and the phone with six women over three years.

But less than two years after the stunning fall from grace, Weiner, 48, appeared to be in the midst of a remarkable, and carefully orchestrated, comeback.

Rep. Anthony Weiner, D-N.Y., announces his resignation from Congress after previously admitting that he sent inappropriate pictures from his social media account.

Two months after he announced a return from political exile to run for his hometown's biggest job, he was near or at the top in several polls, despite a barrage of pun-filled front-page headlines focusing on his salacious history.

It's unclear if the admission his reckless behavior continued after it was first exposed will hurt his standing with voters, but three mayoral contenders have already urged Weiner to withdraw from the race.

"The sideshows of this election have gotten in the way of the debate we should be having about the future of this city," said Bill de Blasio, one of his Democratic contenders. "And yes, I'm talking about Anthony Weiner.? Enough is enough."

Weiner said he had no intention of calling it quits. He?s one of several politicians caught up in sex scandals who are mounting comebacks ? including former New York Gov. Eliot Spitzer, who is running for city comptroller five years after a romp with a prostitute was revealed.

With just 49 days to go before the Democratic primary in the mayoral race, Weiner said he was surprised ?that more things didn?t come out sooner.?

He apologized several times to Abedin and to anyone he ever sexted, took full responsibility for the sexting and said he didn?t blame anyone for being ?curious? about it.
